Full Job Description

We are seeking applications from a NMC Registered Nurse to join NHS Norfolk and Waveney ICB, Children, Young People (CYP), Maternity and Safeguarding Team as Deputy Designated Nurse for Looked After Children and Care Leavers, The successful candidate will work effectively across partnerships, have excellent communication skills and professional credibility. The post holder will provide strategic safeguarding clinical leadership across the health economy in relation to LAC and care leavers, including development and delivery of training; advice and support to clinicians on complex cases; lead and support professional disagreements; provide subject matter expertise on Safeguarding Practice Reviews, domestic homicides and LADOs and support the development of policy and strategy. You will also be expected to support the Senior Designated Nurse for LAC and Care Leavers to represent the ICB and health partners at both a regional and national level.
Outline of Role
+ The post holder will support the Designated Doctor and Senior Designated Nurse in leading the LAC and Care Leavers health agenda, and to provide strategic professional leadership and clinical expertise on all aspects of the health service contribution to safeguarding children across Norfolk and Waveney.
+ The post holder will deputise for the Senior Designated Nurse for LAC and Care Leavers as required, expanding on knowledge, skills and experience within personal professional development.
+ The post is responsible for providing professional expertise to all partners concerned with the health of LAC.

This is the culmination of many years of effort to build partnership working across the NHS, local authorities, the third sector and patient groups., The post holder will support the Designated Doctor and Senior Designated Nurse in leading the Looked After Children and Care Leavers health agenda, and to provide strategic professional leadership and clinical expertise on all aspects of the health service contribution to safeguarding children across Norfolk and Waveney.

The post is responsible for providing professional expertise to all partners concerned with the health of Looked After Children,
The post holder will define current processes, facilitate discussions, and advise colleagues as to how best practice might be adopted, document those processes as they are agreed and oversee their delivery.

The job description and person specification be reviewed on an ongoing basis in accordance with the changing needs of the service and the organisation., The Deputy Designated Nurse for Looked After Children and Care Leavers will:
+ Work as part of the Designated Looked After Children Team to develop and improve the health of Looked After Children across Norfolk and Waveney ICB area.
+ Work with governance arrangements across all commissioning areas and with the Corporate Parenting Boards.
+ Undertake delegated individual pieces of work related to national and regional guidance and recommendations on Looked After Children and Care Leavers, and work with the Senior Designated Nurse and Doctor to ensure that these are disseminated across Commissioning teams, Providers, and other appropriate organisations.
+ Work to develop services to care leavers in line with the Local Offer to care leavers (Norfolk and Suffolk Local Authorities), and the Children and Social Work Act 2017.
+ Work with the Senior Designated Nurse and Designated Doctor for Looked After Children on the development of improved partnership working arrangements across all commissioning areas and in alignment with partner agencies.
+ Work with the Senior Designated Nurse and Designated Doctor to ensure that national and regional guidance and recommendations on Looked After Children and Care Leavers are disseminated across lead commissioners and providers and implemented through effective commissioning.
+ Work with the Senior Designated Nurse and Designated Doctor to provide assurance that current and future providers of health services are compliant in relation to national and local standards of best practice.
+ Work with the Senior Designated Nurse and Designated Doctor, to develop an integrated Looked After Children dashboard for performance, in collaboration with Norfolk and Suffolk Local Authorities, Mental Health services and other health providers.
+ Work with the Senior Designated Nurse and Designated Doctor to identify and take appropriate action on key risks and issues across commissioned services that may affect Looked After Children and Care Leavers.
+ Work with clinical networks and health professionals to ensure that best practice is identified and implemented through the development of evidence-based clinical guidance.
+ Provide immediate clinical advice and support to all independent contractors and staff within provider organisations, ICB and commissioning teams as and when required in the area of Looked After Children and Care Leavers.
+ Will work closely with all partner agencies and organisations across Norfolk and Waveney to advocate for the health needs of Looked After Children and Care Leavers, including participation in multi-disciplinary discussions and meetings.
+ To contribute to writing audit standards and undertake regular audit of clinical work with Looked After Children, and to establish practice change through action planning where appropriate.
+ To develop methodology to ensure that the 'child's voice' is actively sought in relation to health care for Looked After Children and Care Leavers.
+ Will be required to have effective personal working relationships with members of Provider Looked After Children health teams, and to actively support service development.
+ Understand and support the interdependence of services to Looked After Children and Care Leavers across the sector.
+ Will have the ability to communicate issues in a written format including reports.
+ Will be expected to write and contribute to individual management reports for Serious Case Reviews and other case reviews.
+ Will devise and deliver training programmes to groups, on Looked After Children and Care Leavers, either as an individual or alongside colleagues.
In addition, the Post holder will:
+ Complete travel claims and study leave forms.
+ Log details of cases of clinical advice given.
+ input and analyse information from: Excel spreadsheets / Word documents.

Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role they should have a safe and suitable place to work with Broadband access and space for a desk, chair and monitors. At interview a discussion will take place between the recruiting manager and the candidate to ensure they are clear on what is expected.

This is an exciting role for a skilled professional with sound clinical knowledge and experience of safeguarding and working with looked after children, and with further post-registration training and education in the speciality. This post will support the Designated Nurse for Looked After Children and work as part of the ICB Safeguarding Team in Norfolk & Waveney.
