Please refer to Job Description and Person Specification Duties and Responsibilities To develop and maintain a detailed, working knowledge of the health estate in SWL. To develop the SWL infrastructure strategy (alongside the SWL Digital lead), covering all healthcare estate (including primary and community care). Ensuring it aligns with the Joint Forward Plan and local borough plans. Provide advice and assurance to the ICB and wider system in all matters relating to estates governance and its financial management. Working closely with regional colleagues to help organisations meet regulatory or policy requirements through the provision of advice, oversight, and support e.g., HBNs, Premises Cost Directions. Lead on the investment prioritisation framework (alongside the Director of ICS Investment and Projects) to ensure health inequalities and access issues are addressed in line with the Joint Forward Plan. Through engagement with borough estates forums to ensure delivery of key workstreams
in a timely way. Lead on developing solutions for any local estate requirements to include: o Space requirements o Respond to national or regional projects o Minimising void space within the system Support the One Public Estate programme and strive to influence membership across the 6 Boroughs. Take a lead role in identifying and evaluating estate options, working with stakeholders to explore opportunities for collaboration, rationalisation, and transformation of the estate. Analyse best practice and market innovations for estates solutions. Be actively involved in securing external funding as and when announcements are made e.g., OPE, CIL, S106, primary care funding streams and strategic capital. Present to a range of internal and external stakeholders on matters relating to ICS estates, including the communication of highly complex and sensitive information. Prepare all estates reports for the ICB Board, committees and meetings ensuring they are accurate, providing appropriate
level of information and liaising with Committee Chairs to ensure they meet all current and forthcoming requirements. Provide professional support and advice to the Estates team and stakeholders. Build strong networks at a local, regional, and national level, identifying how national priorities and the wider political and strategic environment will impact on South West London and ensuring that plans remain aligned. Deputise for the CFO as and when required. Work closely with the Director of ICS Investment and Projects and the SWL Digital Lead to ensure successful delivery of the system infrastructure strategy. Working closely with the Director of Financial Recovery to support the successful delivery of the estates elements of the SWL Financial Recovery Plan.
