Full Job Description

This role leads on activities such as the formulation of focused, actionable & effective data strategies. It is key in defining business cases & developing and managing strategic relationships within the NHS in order for the data strategy to be successful & adopted. It is accountable for leading all activities including, but is not limited to - Develop & implement appropriate long-term business strategy with stakeholders, implementing new business processes as required. Ensure appropriate governance structures are in place to support. Manage, monitor & report on benefits realisation management, tracking the progress and ensuring that the intended benefits are achieved with outcomes maximised. Manage the impact on business-critical process & key talent. Work with the Directorate , People & OD senior staff to ensure the smooth transition of people within the new system. Appropriate focus on the culture changes needed to underpin, working with People and OD staff to deliver appropriate OD interventions. Ensure appropriate stakeholder engagement strategy is in place defining how the strategy will engage with all stakeholder groups and what information flows will be established and maintained. Ensure there is a resource management plan which sets out the activities required to implement. (Resources meaning finances, people, assets and technology). Manage system risks ensuring they are appropriately identified, & controls &/or mitigation is in place. Utilise data expertise to pioneer the formulation of focused, actionable & effective data strategies & data policies to achieve a data enabled NHS; Communicate & align data strategies across the organisation to ensure a collaborative approach to data strategy for the NHS; Align and steer data maturity / capability assessments, develop data methodologies and accelerators to enhance the NHS data delivery capability; Accountable for developing future business cases for the programme to ensure continued investment to deliver the value estimated; Accountable for policies & frameworks to ensure the programme is able to measure the cost and benefit of the programme; Build & manage strategic relationships within the NHS (both leadership and Trust/ICS customer relationships) to communicate on national data strategies and policy, aligning programme offerings and working to achieve a standardised data policy and strategy; Work with the Data Governance teams in directing the definition of data policies, standards & guidelines; Identify data pain points and their root causes, and linking these to data capabilities (e.g., Data Governance, Data Quality, Data Architecture); Review existing data processes, tooling, and governance, and providing recommendations to improve their effectiveness; Build data communities that encourage peer to peer learning, knowledge exchange and innovation with data; Take a value logic model approach to determine investment & provide a strategic steer on direction The NHS England board have set out the top-level purpose for the new organisation to lead the NHS in England to deliver high-quality services for all, which will inform the detailed design work and we will achieve this purpose by:
