As our next Deputy Head of Asset Management, you will be integral to our senior management team in the housing service. You will build on your strong leadership record to develop a high performance culture where everyone feels valued and pulls together to achieve lasting outcomes for Council residents. You will work with the Head of Asset Management (Housing) and existing Deputy Head of Service to lead our Asset Management service across the city, with responsibilities linked to the delivery of our repairs, voids, cyclical maintenance, and building safety teams, as well as investment planning, capital programme delivery and stock condition. Working with the Housing Senior Management Team, you will be pivotal in strategic planning to develop high quality, effective and consistent service provision. We can't deliver our housing service in isolation; you will play a central role in our collaboration with stakeholders across the city to build and sustain effective partnerships that meet the needs of our multicultural population and diverse communities., The post holder supports the Head of Asset Management to deliver programmes of strategic significance to the Council in order to deliver services to customers in line with Council priorities. They will be responsible for the development and delivery of the service plan and drive continuous improvement initiatives through leading and contributing to cross Council projects, collaborative working with partners and supporting Directorate management teams. The postholder will support the Head of Asset Management in leading on the strategic development and operations delivery of repairs, maintenance and investment programmes across the Council's housing stock and ensure the outcomes deliver against business priorities. Responsibilities

  • Lead on delivering programmes of work as defined by Housing Leeds' regulatory requirements and strategic priorities and as directed by the Head of Asset Management.
  • Provide strategic leadership on the overall asset management programme for the social housing stock and assist in the strategic delivery of services to the Council's wider asset portfolio.
  • Support the operational delivery of services and provide strategic leadership and direction in order to maximise positive customer outputs and meet the services strategic aims.
  • Support the Head of Asset Management in the delivery of repairs, maintenance and investment programmes, ensuring they are fully compliant with relevant regulatory and legislative requirements in both Housing Leeds' domestic and communal assets.
  • Support the Head of Asset Management in the development and implementation of data and performance monitoring and reporting frameworks, providing transparency and assurance around all property-related activities.
  • Develop coherent and affordable strategy for the renewal and management of asset components and infrastructure within the LCC social housing stock in line with the HRA Business Plan and the Council's ambitions.
  • Support the Head of Asset Management in leading on all Housing Revenue Account strategic investment planning activities, including setting the HRA Asset Management Strategy and sub strategies, developing all strategic and operational work programmes for social housing property investment as well as the necessary data and systems management infrastructure to succeed.
  • Lead on the development, procurement and delivery of the annual capital programme of investment to Leeds's social housing portfolio.
  • Drive best financial practice, innovative solutions and new ways of service delivery, In line with the Budget Management Accountability Framework to be responsible and accountable for all financial resources within the service area ensuring value for money and working within financial regulations.
  • Represent SMT as and when required to provide briefings to local ward Members and MP's.
  • Responsible for the development and delivery of the relevant service plans and drive continuous improvement initiatives through leading and contributing to cross Council projects, collaborative working with partners and supporting Directorate management teams.
  • Work with elected Members, MP's, service users, trade unions and partner stakeholders in ways which support inclusive open and accountable government through the provision.
  • Lead, promote and deliver positive solutions to achieving diversity and inclusion in all aspects of your service delivery, community engagement and human resource areas, focussing on equality of outcome.
  • The duties outlined are not meant as an exhaustive list and will also comprise any other duties commensurate to the grade., Contribute to and influence the strategic direction of the service area working with a range of internal and external partners and stakeholders. Identify clear objectives for service delivery and develop and performance manage service action plans. Ensure Business plans are in place for the service and contingencies are identified so that plan objectives can be met.

    As our next Deputy Head of Asset Management, you will bring to the role:
  • a relevant professional qualification or equivalent substantial experience at a senior level in housing maintenance / investment services
  • confidence and credibility as a leader as well as political sensitivity, equipping you to work effectively with senior colleagues, councillors, MPs, partners and residents
  • the drive, vision and compassion to shape strategy and develop services which prioritise people's needs and put customers first
  • detailed understanding of relevant legislation, regulations and policies and up-to-date knowledge of local, regional and national issues
  • ability to manage resources and budget prudently within the context of the current economic, business, cultural and political environment, Detailed knowledge and understanding of regulations and legislation relating to the maintenance and investment in social housing assets.
  • Significant experience of leading change programmes, including service quality and driving up standards and performance, demonstrating the ability to manage competing priorities whilst ensuring delivery on a range of programmes and adapting to changing circumstances.
  • Substantial experience of delivering a multi-disciplinary service at a senior level that is driven by service user requirements based on delivers customer focused outcomes and excellent customer satisfaction results.
  • Experience of successful strategic and operational resource management including the evaluation of competing priorities and managing accountabilities
  • Demonstrate knowledge of legislation, regulations, policies, inspections and performance information applicable to the relevant strategic functions e.g. child protection, health, safety and security, confidentiality and data protection. Promoting compliance with Leeds City Council policies and procedures.
  • Detailed knowledge and understanding of economic strategy and policy, understanding of local government political systems and experience of working on politically sensitive issues including significant experience of developing productive working relationships with Council Members, trade unions and members of the Corporate Leadership Team which commands respect trust and confidence.
  • Ability to demonstrate examples of managing services, implementing change and achieving quality transformational outcomes, showing effective leadership and delivering outstanding results.
  • Evidence of significant experience and commitment in relation to the engagement of customers and stakeholders in decision making processes.
  • Detailed knowledge and understanding of economic strategy and policy, understanding of local government political systems.
  • Substantial senior leadership and management experience in a service or operational area relevant to the area of service delivery

  • Working Context - The role is primarily office based but post holders are expected to work flexibly both at home and at various locations across the City and region. Hours are worked mainly Monday-Friday, in accordance with the needs of the service; however the post holder will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required.

Have a comprehensive knowledge of local, regional and national issues, which influence the city and council strategy, practice and services and you maintain up to date knowledge of current thinking and developments and use this to evaluate and assess business practice to influence ways of working within the professional and technical areas of your expertise.
