Full Job Description

The Bedfordshire Luton and Milton Keynes (ICB) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System (ICS), namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money; and help the NHS support broader social and economic development.
Within this context, as the ICB develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities.
If you need support with the application process, please contact the ICB [email protected], This senior leadership post will support the Associate Director Safeguarding and Vulnerabilities and the Chief Nurse to ensure that BLMK ICB meets its complex responsibilities around adult safeguarding.
The Designated Professional will provide strategic and professional leadership on all aspects of safeguarding vulnerable people across BLMK.
Working in partnership with colleagues across the Local Authority, Police and VCSE, the postholder will be address achievement of joint objectives and system transformation to improve care for vulnerable adults., The post holder will maintain local/placed based responsibility for a local authority area in BLMK working in partnership with the Safeguarding partners within the local area.
The post holder will work autonomously, using significant discretion, interpreting, advising, and acting upon the relevant legislation and regulatory frameworks, on behalf of BLMK ICB in relation to its statutory duties for safeguarding adults.
The post holder will lead and co-ordinate all adult safeguarding statutory and best practice requirements within the organisation.
The post holder will provide highly specialised advice and expert knowledge to BLMK and to the local health economy on all safeguarding adult matters.
A high degree of effective communication, liaison and networking is required to maintain good working relationships within health, social care and other partners. In addition, this post holder must be able to challenge poor practice, influence and negotiate with health and social care providers to improve standards and reduce the likelihood of adult abuse and neglect.
The post holder will plan and organise a broad range of complex activities relating to safeguarding adults. This will include formulating and presenting plans and strategies; policy development and implementation; and service development within the Bedford Borough, Central Bedfordshire Luton or Milton Keynes place- based health and social care system, provider settings and BLMK ICB.

  • On behalf of the ICB, develop and implement the safeguarding adults' quality strategy in line with the health commissioner's strategic plan and the BLMK Safeguarding partnership arrangements.

  • Work in partnership with colleagues from the place based local authorities and other key stakeholders, toward achievement of joint objectives, implementing transformational change to improve care for vulnerable adults.

  • Provide strategic leadership to the safeguarding adult agenda across the local health economy ensuring that commissioned services have effective arrangements in place to meet safeguarding duties and to drive continuous improvement.

  • Provide support and advice to the BLMK ICB Executive lead for safeguarding (Chief Nurse) and act as the lead for multi-agency safeguarding arrangements for vulnerable adults.

  • Work with the MCA Lead to ensure oversight and delivery of the ICB's responsibilities in relation to Mental Capacity Act (MCA) (2005), Deprivation of Liberty Safeguards (DOLS) (2009)

  • Provide operational and strategic leadership for Prevent and wider Public Protection agenda.

  • Contribute to systems for learning from incidents including being a Member of the Safeguarding Boards Partnership Review Board and contributing to or completing Safeguarding Adults Reviews and being a panel member for Domestic Homicide Reviews.

  • Attend and participate/contribute to Rapid Review meetings.

  • Pro-actively influence stakeholders, responding to issues through facilitation, challenge, negotiation, or other mechanisms to ensure services provide safe and effective care.

  • Represent the ICB as a member of the Safeguarding Boards, including chairing boards as required.

  • Facilitate and chair multiagency sub and working groups as required.

  • To advise on and support the development and commissioning of single and inter-agency training.
