At NHS London we are working with our Integrated Care Systems to transform diagnostic services to maximise efficiency and ensure sufficient capacity. We want to ensure 'the right test, at the right time, with the right answer.'
Priorities to deliver diagnostic service transformation are identified in Lord Carter's work on productivity, The Long-Term Plan and The Richards' Diagnostics Review. These include:
+ The establishment of pathology, imaging and physiological science networks to deliver faster results and access to diagnostics.
+ Improving connectivity and digitisation to drive efficiency, seamless care across boundaries and facilitate remote reporting.
+ Building CDC's to improve access, capacity and reducing health inequalities.
+ Expanding pathology and diagnostic workforce, with an emphasis on skill mix.
NHSL have a regional diagnostics team who support delivery of this agenda. The programme team is supported by Clinical Directors and Clinical Leadership Groups established for different diagnostic modalities.
The role is Diagnostic Programme Lead for the CDC & Physiological Measurement pillars of the diagnostic programme. The diagnostic team works in a matrix way enabling agile response to changing demand. People joining the team will need to be comfortable working flexibly across the full range of programme pillars., The post holder will be responsible for leading a complex programme of work. Some key programmes are not fully established, as such, the post holder will play an important role working with Clinical Leadership (and others) to shape the development of these. They will need to demonstrate prior experience of scoping new programmes and designing delivery mechanisms. They will also need to demonstrate an ability to navigate complex stakeholder environments.
Whilst some of the programmes of work are more strategic in nature, the requirement to deliver system recovery through transformation of diagnostics services means that the role will also require the individual to be able to deliver within an operational fast paced environment.
This post will offer expertise and advice to the systems in the transformation of diagnostic services, ideally through previous experience of working in a diagnostic setting and/or related clinical/operational role in the NHS. Whilst ICS's and Networks will provide local oversight on delivery, the post will be responsible for oversight of these initiatives and ensuring alignment with regional and national ambitions. The post holder will also be required to provide practical support, with a can-do attitude and creative approaches to resolve issues identified, and deliver transformation.
