Director of Finance

As a senior member of the Finance Department and the Health Board, the successful postholder would be expected to operate alongside Directors and other senior officers both within the Health Board and with external strategic partners, including the Welsh Government. Advising on compliance with governance in force throughout the Health Board (Standing Orders, Scheme of Delegation and Standing Financial Instructions examples). In dealing with highly complex and sensitive information the postholder will be required to demonstrate effective communication and negotiation skills whilst demonstrating a high degree of due diligence in discharge of their duties. Due to the scale of the organisation the Director of Operational Finance has equivalent levels of autonomy to the Executive Directors in many smaller health organisations. They will therefore be required to interpret overall health service policy and strategy and will be responsible for establishing and implementing goals and standards. The role carries significant responsibility and risk to manage the delivery of financial services to the Health Board (including accounts payable and payroll functions via NHS Wales Shared Services Partnership). The role is key in managing the financial risk of the Health Board's financial delivery, including acting as a key interface across the finance team and the Health, The post-holder will be instrumental in providing leadership within the Finance function;

• Providing a robust and value-adding strategic financial advice and reporting function for the Health Board, its subcommittees and external regulators;
• Managing the service provision to the Health Board from the NHS Wales Shared Service Partnership (NWSSP), including procurement, payables, payroll and audit services;
• Managing the systems and processes for providing financial control and accounting including the production of the statutory and mandatory financial accounts and statements;
• Providing a Counter Fraud service, and managing relationships with internal and external audit;
• Asset financial management, including property and estates development;
• Responsibility for the development of long term strategic financial plans to support the Health Board's planning framework;
• Develop and implement the Health Board's strategic savings plan and approach, leading on financial turnaround on behalf of the Executive Director of Finance;
• Advise Directors across the health board of the financial impacts of service development and work in conjunction with cross departmental strategic teams to implement and develop health board policy;
• To influence Welsh Policy development on financial matters.
