The Director of Operational Delivery oversees core operational activity and systems that ensure the IMA fulfils its statutory duties in the complex, challenging and wide-ranging area of EU citizens’ rights. This is a unique opportunity to influence and shape the way EU citizens’ rights are applied in our national, social and economic landscape.
The role requires significant leadership, management, communication and influencing skills, both within the organisation and with external stakeholders.
The post-holder supports the Chief Executive in creating, leading and assuring effective operational systems, process and arrangements within the IMA, and the processes for engagement with other government departments and public authorities.
They will play a vital role in supporting the Chief Executive and Chair, in interacting in the course of their work with Ministers and senior officials across Whitehall, a number of public authorities, and the Devolved Administrations. This should be done whilst also supporting and safeguarding the independence of the IMA.
The Operational Delivery Directorate has 28 staff ranging from Grade 6 to Administrative Officers (AO) in the Data & Insight and Compliance & Inquiry teams. The role will directly line manage two Grade 6 posts.
The Data & Insight team is developing a data insight function and a data strategy to effectively use data and insight to inform and drive the work of the IMA. The team leads IMA activity to gather information and intelligence to build a picture of lived experiences of EU citizens in order to direct and support IMA operational activity. This includes receiving complaints from citizens who believe they might have been denied their rights following the UK’s exit from the European Union. They also engage with a wide range of stakeholders to gather data and intelligence, and to derive insight and analytics to tell an influential story.
The Compliance and Inquiry team conducts compliance and assurance investigations, and formal inquiries regarding delivery by relevant governments and public authorities of Withdrawal Agreement commitments to EU citizens’ rights: including the right to live and work in the UK and not to be discriminated against on the grounds of nationality. The team also undertakes monitoring action to oversee required changes to regulations, guidance or policy by governments and public authorities, including changes arising from litigation.
Compliance investigations include informal and formal engagement with public authorities, to understand potential issues, identifying and securing early case resolution on issues where appropriate, as well as monitoring public authorities’ implementation of citizens’ rights. Statutory inquiry investigations include formal engagement with public authorities, stakeholder engagement and determining suitable recommendations including monitoring any resulting implementation by the subject of an inquiry. The team review and investigate complaints submitted by individual citizens and those submitted by third parties on behalf of citizens., The post-holder will be responsible for operational delivery, including:
+ Driving a strong culture of engagement and collaborative working across government and with a range of stakeholders including public authorities responsible for delivering commitments to EU citizens’ rights, and the sector interested in EU citizens’ rights.
+ Acting as senior decision maker in enquiries, assurance, litigation and complaints handling about the UK’s delivery of its commitments under the agreements set out above.
+ Leading the preparation and delivery of evidence to parliamentary and European committees.
+ Attending parliamentary and European committees to represent the IMA.
+ Ensuring the IMA delivers against its performance targets.
+ Providing inspiring and motivational leadership to staff in a highly political environment, subject to high levels of public scrutiny and significant stakeholder expectations, creating direction and purpose.
+ Maximising organisational capacity and resource through continuous improvement activities to maximise efficiency and effectiveness in operations.
+ Supporting key change initiatives within the IMA as required.
+ Directing and leading a high-performing team, maintaining morale, promoting development and building capability, so as to foster an environment where manages continually seek to improve delivery against objectives.
The post-holder will work alongside, report to and support the Chief Executive in:
+ Assessing the operational effectiveness of the IMA in discharging its functions.
+ Advising the Board on proposed inquiries, reports, recommendations and compliance.
+ Ensuring that data and insight enable the organisation to use its resources effectively and consider future priorities.
The post-holder may be required to deputise for the Chief Executive.

The panel will be finalised when candidates are invited to interview.

Assessment: If you are shortlisted, you will be asked to take part in a series of assessments which will include a psychometric tests and a staff engagement exercise. These assessments will not result in a pass or fail decision. Rather they are designed to support the panel’s decision making and highlighting areas for the panel to explore further at interview.
You will be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.

This role has a minimum assignment duration of 2 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
