Full Job Description
On behalf of the Chief Operating Officer, the post-holder is responsible for strategic leadership in the development and delivery of the Trust's Performance Framework. They will lead on the regular assessment of Trust performance against local, national and contractual performance targets and will have a leading role in the negotiation and management of the Trust's contracts for patient services including activity plans, funding levels, service developments, counting and coding changes, quality targets/penalties/incentives and information schedules. The post holder will lead be the Trust's primary point of contact with the wider SEL Sector partners, APC and NHSE on all performance and operational recovery related issues. The postholder will deputise for the Chief Operating Officer across the whole range of their duties including where necessary attending Trust Executive and Trust Board meetings. The post holder will be responsible for the leadership of the centralized administrative service for the Trust - providing validation, data quality training and some centralised booking services Trust-wide. In discharging this function, the post-holder will play a role as a senior leader of the Trust administrative function. The post holder will have direct line management responsibility for the Performance and Planning team and the Trust centralised administrative function. They will be required to develop and maintain efficient and effective working relationships with a wide range of people. The post holder will be responsible for:
- Ensuring the Trust delivers on the key operational standards as set out in the NHS Constitution and delivers against key operational requirements as set out in the NHS Operational Guidance.
- Waiting list and referral management approaches and effectiveness
- Strategic oversight and leadership in defining and delivering the Trust's Performance and Information frameworks
- Be the conduit for the Trust between the ICB, APC, other SEL Providers, PCNs and NHSE on performance and elective recovery issues.
- Take central role on oversight and delivery of the Trust's elective recovery programme. - The Director of Performance and Planning and Deputy COO will lead on the identification of any performance risks or issues and work with the Clinical Group Chief Executives to develop impactful solutions.
- The post holder will lead the direction and oversight of performance and assurance at an aggregate level across the Trust meets its statutory responsibilities and that any performance risks are identified in a timely manner.
- They will also lead on the design, development and deployment of the appropriate reporting and monitoring mechanisms to the Trust's and Clinical Group's Boards.
- The post holder will work at the heart of a complex set of accountabilities and relationships.
- They will be expected to develop strong collaborative relationships both internally with the Clinical Groups and externally with the ICB and APC and neighbouring providers whilst maintaining an objective and constructive view of performance and elective recovery issues.
- Build a robust and productive relationship with the ICB and APC in order to lead on the delivering the performance and elective recovery agenda for South East London. Planning and Organisation The post holder will:
- Lead on the future design, development and implementation of the Trust's performance management framework, ensuring that it operates efficiently and effectively and provides the necessary assurance to the Trust's Board and Clinical Group Chief Executives.
- Develop the system and lead on the Trust's approach for capacity and demand modelling to support future planning and to monitor demand changes.
- Lead as the local expert on the performance management of healthcare services; integrating systems and managing effective working relationships with the appropriate stakeholders.
- Represent the Trust in sensitive and political situations, delivering difficult messages where required to senior teams and external organisations.
