Full Job Description

We are looking for a values-led, compassionate and capable senior leader, with a proven track record in strategy and transformation across the NHS, to take on this exciting role leading key programmes of integrated care and collaboration across CNWL, one of the UK's largest community and mental health trusts. The role has significant emphasis on working with Divisional teams, the CSDO and other Trust Executives, to lead and shape the delivery of a number of key strategic and cross-cutting priorities, including:

  • Current and emerging Mental Health, Community and Specialist service transformation programmes
  • Delivery of the Trust's productivity agenda
  • Delivery of the Community and Mental Health core common offers across NWL
  • Programmes focused advancing the Trust's position as an anchor organisation and deliverer of community value
  • Mental Health provider collaborative development in BLMK ICS
  • Collaborative working in support of the three-Trust Board in Common (CNWL, WLT, CLCH), including both MHLDA and Community scope

  • Strategic Leadership · Work with the CSDO and other members of the Trust Executive and Divisional leadership to further develop and shape the Trust Strategy, the Trust Clinical Strategy, and supporting programmes of work · Work with the CSDO and other members of the Trust Executive to provide strategic leadership to cross cutting programmes and collaborations · Working with key leads and system partners to coordinate the annual and strategic planning cycles. This will include supporting the operational cycles relating to winter planning · Working with Divisional leadership and Divisional Business and Transformation leads, ensure joined up action in response to shared plans and priorities; making the most effective use of transformation resources available across CNWL · Work within CNWL and across partners to remove barriers to the successful delivery of our major strategies and programmes · Be a full and effective contributor to Board Committees and senior governance fora within the Trust, Divisional Boards and Senior Management Team meetings along with key system governance meetings where appropriate · Use data and evidence to drive decision making - and work with the Transformation function to develop how the Trust uses population and outcomes data to support the delivery of our Strategy · Undertake specific tasks and special projects requested from time to time by the Executive. Finance and resources · Monitor the use of resources within any projects undertaken (pay and non-pay) and ensure that they are delivered within agreed resource limits. · Be a budget holder for the areas of responsibility outlined above. Integration and partnerships subject matter expertise · Provide subject matter expertise internally and externally on effective delivery of integrated care and how to implement change to improve outcomes · Make recommendations, provide advice and prepare strategic reports and briefings as required · Form strong relationships with colleagues within the Trust and across local Place-based Partnerships, provider collaboratives and ICS programmes to share information, identify where existing work can be used or adapted and avoid duplication of work · Contribute to performance improvement, taking a lead for identified areas where agreed. Communication · Communicate highly sensitive, complex and contentious information to a range of internal and external stakeholders. · Use persuasion and motivational skills to influence key decision making and maintain professional communication at all times when dealing with sensitive and contentious issues · Develop opportunities for new models of care both within CNWL and at ICS and PbP levels working with key commissioning and provider organisations. · Ensure partnership arrangements meet governance and corporate requirements of all parties and are supported by robust governance and documented agreements. Relationship Management · Work with Divisional Leadership and in particular with Divisional Business and Transformation Leads to develop and enhance the cross-cutting programmes, which will mean developing strong working relationships and leading through influence as well as directly setting work programmes with Business and Transformation Leads across the organisation · Develop sustainable services through partnership with other organisations, including primary care, acute community and mental health providers, voluntary agencies and the independent sector · Develop positive and collaborative relationships with partners to optimise the performance and development of the trust's services · Work with stakeholders to develop new models of care in line with ICS and Place priorities · Develop positive relationships with service user groups and experts by experience · Be responsible for improving and sustaining relationships with key stakeholders to build a positive image of the Trust through responsive internal and external communications · Where appropriate work with partners to address barriers and political considerations in order to make change happen. Performance Management and Quality Improvement · Support the development of an 'organisational learning' culture by leading on the development of structures and processes to enable organisational learning · Support services to deliver sustainable high performance which deliver the Trust's priorities, commissioning indicators, positive staff / patient experience and quality priorities · Support a culture of performance management and appraisal for management and staff · Regularly monitor the performance of key workstreams and deliverables and take remedial action where necessary · Ensure that senior management teams and external bodies receive performance reports and monitoring information as required in relation to key programmes of work. Human Resource Management · Hold 'professional' line management responsibility for the three Business and Transformation leads across Goodall, Jameson and Diggory Divisions (dotted line, recognising that these roles also report into Divisional Managing Directors) · Hold line management responsibility for the central Strategy and Planning team, and for the programme team associated with the emerging provider collaborative function within CNWL · Provide effective leadership and support to the teams responsible for delivery within the remit of the post holder's portfolio, including managing the people and resources associated with designated projects · Ensure effective staff engagement and involvement within the framework of the trust's employment policies and procedures · Mentor, motivate and develop team members to ensure that they are able to deliver their responsibilities and to help them realise their full potential. Personal Development · Agreed and annually review personal development objectives with the Executive Director of Partnerships & Commercial Development · Undertake continuing professional development as agreed with the Executive Director of Partnerships & Commercial Development.
