Full Job Description

We offer great working benefits including a world-class pension, flexible working options and a career where your learning and development is taken seriously. We are enormously proud to be a Disability Confident Leader employer. We support candidates with adjustments throughout our recruitment process. Information about disability confidence and just some examples of the adjustments that you can request can be found in the reasonable adjustment section below.
The Civil Service is committed to attract, retain and invest in talent wherever it is found. To learn more please see the Civil Service People Plan and the Civil Service D&I Strategy., Are you looking for an exciting and demanding policy role that will support the UK government to deliver its net zero mission?
The transition to zero emission motoring is well underway in the UK and globally and represents a significant economic opportunity for the UK. The government is committed to phasing out the sale of new vehicles which solely use petrol or diesel by 2030 as part of accelerating the UK’s progress to net zero. The government is also committed to decarbonising the power grid by 2030.
Electric Vehicle (EV) smart charging limits the impact of EVs on the electricity grid through enabling and encouraging drivers to charge at times when demand is lower or renewable energy is more abundant. This saves consumers money, reduces the need for future grid infrastructure investment, and enables increasing use of renewable energy. A number of key barriers need to be overcome to maximise uptake of smart charging.
A key development which we are focused on is the deployment of bidirectional charging (V2X), a new technology which enables electric vehicles batteries to discharge electricity both to power drivers’ homes and to sell electricity back to the grid. This technology has significant potential over the next 5-10 years to reduce the cost of EV charging for consumers and to support the grid to decarbonise. To date government has put significant funding into supporting V2X technology to develop. Deployment of V2X technology could be accelerated by co-ordinated Government support across a number of areas to overcome technical and regulatory barriers.
You will join the Energy Systems and Networks Directorate in the Department for Energy Security and Net Zero. Our vision is to ensure the UK has a reliable, low cost and clean energy system.
We really encourage applications from outside the civil service, from under-represented groups, and from people who will help us promote the value of diversity within the team. We offer an inclusive working environment and work hard to ensure that everyone feels that they are treated with respect, trusted to do their job and contribute their ideas, and able to access learning and development opportunities.

Person specification
You will lead in the department on V2X policy and will be responsible for leading and coordinating what government can do to accelerate deployment of V2X technology. This will include:
- Leading and co-ordinating delivery of work across government departments to unlock barriers to V2X
- Capturing policy learnings from government funded V2X innovation work and ensuring it influences future V2X work
- Working with department analysts and externally commissioned partners to understand the potential of V2X
This is a demanding role in a brilliant team with a real focus on delivery as well as individual learning and development. The role will give you an excellent opportunity to work on policy development and its implementation in an area essential to uptake of electric vehicles and to decarbonisation of Great Britain's electricity grid.
This a rapidly developing, innovative and high-profile policy area and the role responsibilities are likely to evolve according to wider team priorities, with scope for the postholder to also shape the role depending on experience and skills., This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.
After submission of the first stage of your application you will be invited to complete a Civil Service Judgement Test. If you successfully pass the test, you will be invited to complete the final stage of the application.
Please complete the online tests as soon as possible (within 24-48 hours is recommended), the closing date for the tests is 23:55 on 17/10/2024. If you fail to complete the online test before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. The tests are administered online and accessed via the CS Jobs website.
As part of the application process you will be asked to complete a CV and personal statement.
Further details around what this will entail are listed on the application form.
Please use your personal statement (in no more than 750 words) to describe why you are applying for this role, why you believe the role to be important to delivery of net zero and why you believe you are the right person for it.
Applications will be sifted on CV and personal statement.
In the event of a large number of applicants, applications will be sifted on the personal statement.
Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
The interview will consist of behaviour questions.
Interviewees will be asked to deliver a presentation; further details will be provided nearer the time.
