Full Job Description

Brighton Delivery Unit covers the southern outer part of the Sussex Route from Redhill to Brighton and between Wessex and Kent Routes. The total workforce is just under 400. Its area covers the Three Bridges ROC, Brighton ECO and Three Bridges ASC. The infrastructure is a mix of new and old with a fair number of raft substation still in operation. It is predominantly a 3^rd rail contact systems area. The Delivery Unit plays host for the inspection and maintenance of the Signalling Power Supplies and HV functions. The role will be based at Three Bridges Cover House. The Engineering function determines the asset management specifications and engineering competencies required to maintain, renew, and enhance the railway network, so it is able to deliver the high performance levels that the business requires. It is tasked with making engineering decisions as cost effectively as possible to satisfy the needs of the customer and the business - its focus is delivering Network Rail’s vision of engineering excellence for Britain's railway. As an Electrification & Plant Maintenance Engineer, you will lead and direct the Infrastructure Maintenance delivery team in the inspection and maintenance of functional assets to standards and within budgets. A key part of this role will be to manage the development of individuals and the engagement of the team, arranging for staff safety and competence. You must also identify and implement safety, asset performance, reliability, productivity and efficiency improvement initiatives. This role requires the management of the inspection, maintenance of assets and prioritisation of work and delivery to plan ensuring that safety, assurance, compliance, performance and business processes are followed. The successful candidate will identify and submit non compliances for approval and take appropriate action where required. Your expertise as an Engineer will enable you to develop and agree annual maintenance, inspection and testing programmes and resource levels. You will develop and authorise quarterly work plans, identifying and proposing asset renewals. This role requires the review and approval of method statements and plans for design and work activities as required, undertaking investigations on accidents and incidents. You will be required to work collaboratively with the Asset Management teams in all matters regarding technical and compliance requirements including identifying and proposing asset renewals. Brighton Delivery Unit hosts both the inspection and maintenance of the Signalling Power Supplies (650V) and High Voltage (HV) functions for the Sussex Route and hence some knowledge and experience on both would be desirable, 1. Lead and direct the Infrastructure Maintenance team to achieve business and functional objectives and meet key performance measures. 2. Manage development of individuals and the engagement of the team. 3. Manage the arrangements for staff safety and competence. 4. Identify and implement safety, asset performance, reliability, productivity and efficiency improvement initiatives. 5. Manage the inspection and maintenance of assets to standards. 6. Manage the prioritisation of work and delivery to plan. 7. Check that safety, assurance, compliance, performance and business processes are followed. 8. Identify and submit non compliances for approval and take appropriate action where required. 9. Manage the process to handover and accept back assets being renewed, installed, or modified by projects. 10. Restore to normal operation after completion of testing/investigation, equipment that has failed, been subject to an allegation or has been renewed as part of a maintenance delivered renewal programme. 11. Develop and agree annual maintenance, inspection and testing programmes and resource levels. 12. Develop and authorise quarterly work plans and resource levels. 13. Identify and propose asset renewals. 14. Review and approve method statements and/or plans for design and/or work activities as required. 15. Undertake investigations and report on accidents/incidents. 16. Undertake an agreed programme of safety tours, staff surveillance, work quality and asset condition checks.
