Full Job Description

Cheshire West and Chester Council is a place where everyone can Thrive - through our core values of Teamwork, Honesty, Respect, Innovation, Value for Money and Empowerment. This is a hugely exciting opportunity to be at the centre of energy and climate policy for one of the fastest decarbonising areas in the UK. You will be the driving force behind the energy, industrial and commercial decarbonisation agenda, engaging internally and externally to support the borough to achieve net zero by 2045. The role is required to work closely with other teams within the authority, particularly business growth and investment, and will ensure the decarbonisation of the energy sector aligns to the delivery of inclusive and sustainable growth. The successful candidate will also be responsible for internal carbon management, Council utility management, and project management of a portfolio of energy-related projects. As our Energy and Carbon Specialist, you will have the drive and expertise required to work with businesses, communities, councillors, the Senior Management Team, our partners and our staff to help us to deliver our transition to net zero. You will be a trusted source of advice and guidance on all energy issues, ensuring that the Council delivers value for money alongside emission reductions in all its decision making. You will manage the Council's Energy Officer, ensuring the successful delivery of the energy programme. This role is designated as fully agile. Workers work from a home base with visits as required to a Council, partner or customer office. In practice, work may be carried out from almost anywhere. We reserve the right to close the advert at any time.

  • Is IT literate, has relevant energy experience and be able to build effective relationships across the Council and with external stakeholders.
  • Is someone with an existing track record of delivering carbon reduction and energy programmes, delivering new solutions and approaches within a complex environment.
  • Is an energetic, agile and responsive colleague and manager, able to work collaboratively with staff, members and stakeholders.
  • Is passionate about the work of councils and the role of local democracy.
  • Is able to comment on planning applications to provide an informed response on energy and carbon matters.
  • Can spot potential issues and risks and have the experience and expertise to mitigate these.
  • Has an excellent track record of successfully delivering multiple, concurrent projects and priorities.
  • Is confident in building good relationships with colleagues and know when to resolve issues yourself and when to escalate.
  • Is a team player.
  • In return you will be playing your part to make a difference to our colleague experience at a high performing Council. You will also receive 26 days annual leave plus bank holidays, rising to 31 days annual leave plus bank holidays after 5 years' service, and have access to a range of benefits in terms of reward, wellbeing, and development.

Cheshire West and Chester Council have adopted a Local Living Wage for our employees which means that all employees will receive a minimum of £12 per hour for all contracted hours.
