Full Job Description

Location: The position is a hybrid role that will require remote working and site-based works as appropriate to support our customer's property estates., Following significant growth in contracts, Mitie Energy are now seeking to recruit an experienced and enthusiastic Energy and Technical Solutions Manager to join our established and successful team of professionals. The Technical Solutions Manager will have a key role in the delivery of the energy performance objectives across a customer's estate and will report into the Energy Operations Manager - PFI.

Working closely with their colleagues in the Energy Team and Site FM's, the Energy and Controls Manager will be responsible for developing bespoke BEMS solutions for each site in the portfolio and assisting to support the local team's energy efficiency efforts. This role is focused on ensuring that the building and energy management system (BEMS) on each site delivers the required environmental conditions in the most energy conscious way possible.

The Role & Responsibilities

The primary objectives of this role include:

  • Provide a complete and comprehensive energy management service which addresses all technical, managerial, operational and purchasing issues and provides a cost-effective service.

  • Provide a responsive, well managed technical and operational service in an effective and efficient manner.

  • Positively contribute towards account performance in terms of revenue, profit and cash.

  • Develop and maintain relationships with key Mitie stake holders and delivery partners.

  • Ensure contractual compliance with the PFI contract terms and conditions, making sure all contractual elements of the service delivery are consistently provided, whilst also achieving the commercial aspirations of Mitie and the client - the Special Purpose Vehicle (SPV).

  • Develop and deliver a pipeline of energy saving opportunities through low/no cost targeted optimisations, capital projects and smart building technology.

  • Understand the application of building services assets and how the building management system interacts with the major energy using equipment to identify opportunities to reduce energy and carbon use.

  • Maintain records and evidence to comply with our standard processes and contract obligations.

  • Understand and interrogate utility data (half hourly, submetering, etc) and operational data (Building Management Systems) to understand how energy is being used.

    Energy Management
  • Monitor energy usage and maintain accurate records for energy performance returns to the Account Directors & Education Department.

  • Energy Performance. Monitor and control the energy performance of buildings, plant and equipment to minimise energy consumption whilst maintaining the environmental conditions set out in the contractual specification.

  • Lifecycle Planning. Recommend replacement of defective and/or obsolete plant and equipment to Mitie's Projects Team to include in the five-year rolling replacement programme for plant and equipment generally.

  • Professional Advice. Advise on energy consumption requirements and revenue cost implications of:


  • Estate upgrading/modernisation schemes and new developments (e.g. lifecycle replacement, energy saving projects).

  • Material changes in consumption due to changes in use by the Education Department.


  • Manage, operate and maintain the Building Management Systems across the PFI Schools Portfolio

  • Produce an annual energy report for Mitie and for the Trust (together with monthly progress reports) detailing: energy performance achieved and the methods adopted for achieving energy conservation.

  • Nominated Person. Be Mitie's nominated person to monitor the energy performance of the estate. The Nominated Person will instil in Education employees the implications of excessive energy usage and maintain their interest in conserving energy on a permanent basis.

  • Optimise building & plant energy performance. Maintain buildings and plant at optimum energy performance levels and regularly upgrade installation and control systems to 'state of the art' technology.

  • Trust Audit Measures of Performance. Coordinate with and support each individual contract to audit/measure:


  • Monitoring of the energy supply system within each region for interruptions or disconnections affecting the service annually.

  • Monitoring any Educations Dept/Project Co/FM Contractor implications arising from future government energy conservation measures.

  • Monitoring individual site environmental conditions and space temperature performance against contract specifications.

  • Compliance with Statutory and Prescribed Standards annually.


  • Wider Management Responsibilities
  • Attend regular meetings internally and externally to review all aspects of service delivery as directed by management. Ensure meetings notes are taken, recording all actions with a due date and owner. Complete all personal actions, and ensure assigned actions are complete, in a timely manner.

  • Document any request for contract variations and coordinate with the Commercial Manager to implement those changes in accordance with the contract variation procedure.

  • Challenge and promote safe working ensure Quality, Health, Safety and Environmental (QHSE) compliance is at the forefront of what is delivered as evidenced by application of Mitie's LiveSafe procedures, continuous improvement of Hazzard Observations reported through Mitie's LiveSafe application, no Lost Time Accidents (LTA) or serious workplace accidents, occupational diseases or specified dangerous occurrences (near misses) as defined by the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR).

  • Ensure effective Risk Assessments and Method Statements (RAMS) are used for all energy works carried out by Mitie employees or subcontractors as evidenced by documented, readily available RAMS.

    Experience of working on PFI contracts and building relationships with clients and SPVs.

  • Excellent understanding of mechanical & electrical building services including HVAC and lighting control systems.

  • Understanding of energy management processes and techniques.

  • Analytical approach to using data to enhance business performance.

  • Good commercial skills, with some experience of project management.

  • IT literate in MS Office software.

  • Ability to manage own workload within tight deadlines and to a high standard.

  • Requires ability to be a comfortable self-starter.

  • Excellent people and communication skills with the ability to express your thoughts clearly, whether written or spoken.

  • Strong commercial awareness.

  • Good planning and organisational skills.

  • Interest in ongoing learning and development through personal and work-related training.

  • A dedicated team player with an enthusiastic personality.

  • Excellent organisational and time management skills with strong attention to detail.

  • Full UK driving licence.
