Full Job Description
The primary purpose of this position is to serve as a professional engineer, performing design, projectprogramming and construction management/monitoring duties in support of a military installation.Through your role as Installation Energy Manager you will affect a reduction in energy usage ininstallation facilities using energy audits and development of energy reducing solutions. You will performplanning and design work for substantial multi-phase new construction, renovations, and improvementprojects for real property facilities, including utility systems, utilizing a professional knowledge ofengineering. In addition, you will be mandated to reduce overall energy consumption for existingfacilities, utility systems, as well as new construction, and/or renovation/improvement projects. You willplan, program, budget, and execute required projects in support of assigned programs and will provideconsulting services and project coordination. You will collect data and evaluates factors whichaffect the application of concepts, principles, theories, and methods required to observe examine,measure, analyze, map, and describe physical and technical features and phenomena. You may be required to travel by military and/or civilian aircraft andyou may also be required to travel to the US or other country, in the performance of official duties orattend necessary training, this position may also be coded as mission essential. You will be required tocomplete a 6-month probationary period. Overtime may be required, and you may be assigned otherduties not included in this position description, but that are appropriate to the grade and skill set of theincumbent. Must be able to communicate effectively both orally and in writing. Your hours of work will be37.5 hours per week on a fixed schedule (Mon-Fri 0800-1630) - where start & end times may bemodified due to mission needs and in accordance with the organization's flexible working policies.A valid UK driver's license (Category B) is required for the position. You may act as project liaison withHost Nation design agencies as required. You may be required to serve on A&E selection boards. Youmay be required to serve as a member of the Emergency Response Force during exercises or in theevent of an actual emergency. You will be required to complete any training or certifications deemednecessary by management to successfully perform the functions of the position.
You must possess a degree in a subject matter related field appropriate to the position (CivilEngineer/Mechanical Engineer/Electrical Engineer) OR a combination of college leveleducation (HNC/HND/BTEC, City and Guilds, NVQ or equivalent) and a minimum of oneyear's specialized work experience in the required field., 1. Professional knowledge of core background engineering concepts, principles, and practices andfamiliarity with architectural and other engineering disciplines.2. Knowledge of a broad range of engineering and construction standards, methods, practices,techniques, materials and equipment to determine compliance with federal, state and local codes andregulations: of standard contracting regulations, practices and procedures as it relates to facilitiesengineering, knowledge of health, safety and environmental requirements as outlined in applicablestandards, regulations and/or technical orders; of environmental principles, practices, procedures, laws,regulations and current legislative issues; of work classifications and the regulatory and statutoryrestrictions on the expenditures of appropriated and non-appropriated funds.3. Knowledge of automated data processing concepts, systems capabilities, and economic usage toeffectively accomplish assigned functions, and knowledge of program planning and budgeting cycles,financial control and budget systems and management.4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation,to include preliminary drawings, sketches and construction drawings; and technique/skill in draftingsufficient to convey design concepts and ideas and formulate working drawings.5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret andapply results, rules, regulations and procedures in a variety of situations and recommend timely andeconomical solutions.6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; andcommunicate effectively both orally and in writing and maintain good working relationships.
