Purpose of Role: The Engineering Operations Director will manage the MEP service contract, collaborating with Facilities, and Property Managers to ensure KPIs and SLRs are met while ensuring The Estate Estate performance increases and operational carbon targets are achieved. The Engineering Operations Director is responsible for implementing and managing the operational services in engineering, Energy and carbon efficiency and related projects required across The Crown Estate Central London portfolio, providing an exceptional standard of service that is consistent, seamless, efficient and without interruption to ensure the customers and their visitors can focus on their core business. The Engineering Operations Director is expected to support the Performance Team with the digitisation of The Estates operational platform, collaborating, innovating and trialling products which will increase performance and reduce operational carbon. Lead and manage the technical service team to provide the service reflecting the vision and ambition of The Crown Estate. The role requires the effective management of the Technical Team, service partners, and project managers to provide the services within scope, within budget and in accordance with the central London Technical Services Strategy, contractual obligations and key performance indicators. Ensure that compliance and operational management is maintained both statutorily and organisationally ensuring that policy and legislation are followed in accordance with all required standards. They will drive the company vision, values and strategic goals and will be responsible for measuring and driving performance to expected levels and standards.   • Manage the MEP Service Providers contract Maintain current carbon performance and achieve future targets
  • Compliance with the Central London Technical Services Strategy
  • Develop and implement best practices and working initiatives
  • Drive technological innovations across the central London estate
  • Support and benefit the Net-Zero-Carbon journey
  • Manage technical services in all central London assets to a proven standard such as ISO 55001
  • Ensure that any one-off and non-contractual technical tasks are fulfilled to a high specification and within a dedicated timeframe, to include out of hours services for occupier events and special projects
  • Review the Technical Services Strategy
  • Ensure projects are managed to the required compliances and standards and are kept to time restraints and budgets
  • Engage with the TCE Development team to ensure smooth delivery of development projects
  • Engage with the TCE public Realm team to support projects
  • Achieve departmental objectives to deliver continuous improvement
  • Seek service and system innovations to continually improve the team's productivity and standards in service
  • Contract Management
  • Attend formal meetings with key customers ensuring that any issues raised are managed effectively and customers are regularly updated
  • Contract Management of all MEP, IT and VT service partners
  • Review operational contracts, ensuring they are fit for purpose, and procure services as necessary in accordance with company policy
  • Ensuring all contracts are maintained within the agreed budget, and seek alternative ways to improve customer service
  • Ensure procurement and delivery of services are aligned with TCE standards and procedures
  • Financial Management
  • Assisting with the formulation and management of the budgets
  • Support the financial team with invoicing and debt management to meet TCE financial requirements across all financial platforms.
  • Control of project expenditure when required
  • People Management
  • Engage with service partners and develop a partnering ethos
  • Line manage and lead the team Technical Services Team
  • Develop a one team relationship with the FM/AM teams, service partners and stakeholders to create a seamless customer experience
  • General
  • Contribute to the annual customer survey and significant events
  • Assist in the development of a recruitment strategy
  • Ensure that strategic targets are achieved through delivery and effective change management

  • Have a leading personal profile fit to represent the business externally, while managing a team of varied individuals.
  • Have a progressive attitude towards implementation in complex and demanding environments, while accommodate change, innovation and new ideas
  • Relevant degree or equivalent qualification in Building Engineering related subjects and a good understanding of operational carbon reduction
  • Over 15 years Engineering experience
  • Over 10 years Building services experience

  • Excellent verbal and written communication skills
  • Strategic thinker with the ability to implement continual improvements to the department's service delivery

  • Experience of operational facilities management to meet KPIs
  • Proven knowledge of technical services, sustainability and energy management
  • Proven knowledge of building regulations, legislation compliance and best working practice
  • Financial acumen to manage budgets and contract costs
  • Practiced in writing effective business reports and developing processes
