Engineering Project Manager

The primary purpose of this position is to serve as a professional engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. The successful applicant will perform planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of engineering. They will manage projects for new construction, renovations, and improvements to real property facilities and maintain surveillance over construction contractors utilizing a professional knowledge of engineering disciplines to ensure overall compliance with contracted specifications, schedules. This will include the planning, programing, budgeting and execution of projects in support of assigned programs. The work will be performed in facilities operations and maintenance (O&M) functions, providing consulting services and project coordination. In addition, they will collect data and evaluate factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. They will be expected to comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.,

• The work may require the employee to drive a motor vehicle. An appropriate, valid Category B, UK driver's license is required
for the position
• The position requires the incumbent to possess a degree in a subject matter related field appropriate to the position (Civil
Engineer/Mechanical Engineer/Electrical Engineer) OR a combination of college level education and specialized work experience. (Please provide a copy of your certifications with your application).
• May act as project liaison with Host Nation design agencies as required.
• May be required to serve on A&E selection boards.
• May be required to serve as a member of the Emergency Response Force during exercises or in the event of an
actual emergency.
• Employee is required to complete any training or certifications deemed necessary by management to successfully
perform the functions of the position.,
• Hours of work: Mon-Fri 0800-1630 Start & end times may be modified due to mission needs and in accordance with organization's
flexible working policies.
• Will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules, and
regulations.
• Must obtain and maintain the appropriate security clearance.
• May be required to travel by military and/or civilian aircraft in the performance of official duties or attend necessary training.
• Position may be coded as mission essential.
• A 6-month probationary period will be required.
• Overtime may be required.
• May be required to travel overnight to US or other countries in the performance of official duties or attend necessary training.
• May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the
incumbent.


• Professional knowledge of core background engineering concepts, principles, and practices and familiarity with
architectural and other engineering disciplines.
• Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques,
materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering
• Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical
orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
• Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively
accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
• Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include
preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
• Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results,
rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
• Ability to plan and organize work and coordinate with other engineering disciplines and architects; and
communicate effectively both orally and in writing and maintain good working relationships.,
• Applicants who have a minimum of five years consecutive residency in the UK are considered for this position; however,
those who do not meet this criterion will be considered on a case-by-case basis. All successful applicants will require a security clearance.
