The Property Licensing & Housing Enforcement team is responsible for regulating and inspecting houses in multiple occupation (HMOs), which are properties that are shared by more than one household. The team ensures that HMOs comply with the relevant standards of safety, amenities, management, and occupancy. The team issues licenses to landlords who operate HMOs and takes enforcement action against those who fail to meet their legal obligations or cause nuisance or harm to their tenants or neighbours.

What is the job role?

As an environmental case officer, you will work closely with the environmental health officers to investigate and enforce waste mismanagement in HMOs. You will carry out inspections and surveys of HMOs to identify any issues with waste storage, collection, or disposal. You will also respond to complaints and reports of fly-tipping, littering, or illegal dumping of waste from HMOs.

You will use your powers to issue fixed penalty notices, statutory notices, or prosecution proceedings to the offenders.

Who are we looking for?

We are looking for someone who has experience or interest in the enforcement aspect of environmental health. If you have previous experience in enforcement, whether in environmental health or another field, we would love to hear from you. If you do not have enforcement experience yet, but you are keen to learn and develop in this area, we will provide you with the necessary training and support.

Prosecuting people:

You will need to be able to prepare and present evidence for prosecution cases, following the relevant policies and procedures. You will need to be able to liaise with other agencies, such as the police, the courts, or the solicitors, and to ensure that the prosecution process is fair and transparent. You will also need to be able to handle any appeals or challenges that may arise from the prosecution outcomes.

Attending court or the First Tier Tribunal:

You will need to be able to attend court or tribunal hearings as a witness or a representative of the council. You will need to be able to give clear and accurate testimony, answer any questions, and deal with any cross-examination. You will also need to be able to follow the rules and etiquette of the court or tribunal, and to respect the authority and decisions of the judges or magistrates.
