Full Job Description
A specialist role within the Electronic Patient Record Project Team with a significant impact on developing digital solutions for local practice and improving information services for NHS staff from a variety of disciplines. The emphasis is on delivering safer, more effective health care for patients whilst ensuring managers are supported with relevant information to contribute to strategic service efficiencies and work force development.
Working under the overall direction of the EPR Clinical Lead, post holders will be expected to work autonomously on a day-to-day basis to manage their workload, and the ability to work flexibly to support project roll outs across the Trust is essential.
Post holders will synchronise their understanding of NHS processes and priorities and clinical requirements with technological developments. They will use this knowledge to translate to recognisable benefits for the OUH, providing advice and support to achieve sustainable change, which improves the patient experience and delivers best quality healthcare.
They will need to develop, maintain and share expert knowledge of a specialist functional area within Cerner Millennium. This includes understanding the standard OUH workflows, gathering, documenting, analysing and interpreting highly complex, sometimes sensitive/controversial information about the system and how staff will work in future., Develop, maintain and share expert knowledge of a specialist functional area within Cerner Millennium Application Suite.
Understanding the standard Cerner Millennium and OUHFT (Oxford University Hospitals NHS Foundation Trust) workflows.
Gathering, documenting, analysing, and interpreting abstract information and how this can be utilised across the Trust in multiple clinical settings.
Communicate effectively with key clinical and technical teams, using common understanding of language to achieve shared outcomes.
Work collaboratively to agree and identify processes, workflows, and outcomes in accordance with the Trust Digital Priority plan.
Contribution to both local and national workflows and system development as per NHS standards and requirements along with gold standards from evidence-based research.
Support for adoption of new processes, through the lifecycle of the change management process and support of Benefits Realisation.
There is an expectation for autonomous flexible working utilising the necessary resources and skills available using standard project and line management processes., The role is multifactorial, the key elements include: excellent communication skills, the ability to work proactively within an ever-changing environment and delivering complex solutions for multiple specialities within the OUHFT. This will include cross team working, clearly communicating the functionality and benefits of Cerner Millennium, the changes ahead and the impact on patients, staff, and services/organisations.
The post holder will be required to analyse, evaluate and summarise highly complex information to create professional, coherent and digestible written and verbal communication materials and messages, measuring the effectiveness of communications and identifying areas for further development. Establish and maintain strong working relationships and network links with NHS colleagues, identifying key people to engage in EPR user groups, leading and facilitating meetings and events, providing expert Cerner Millennium knowledge.
Significant judgement is required to gauge relevance of information and always ensure confidentiality, recognising barriers to communication and communicating sensitively and diplomatically to overcome any barriers which are impacting on understanding and preventing engagement.
The post holder is expected to take responsibility for personal development, identifying own development needs and agreeing objectives with your line manager, and to maintain a personal development plan. Taking responsibility for obtaining an in-depth understanding of Cerner Millennium Suite. You will also already have or be able to absorb sufficient understanding of IT to communicate effectively with technical colleagues.
Improving the Electronic Patient Records is a key tool in supporting the Trust to achieve its Digital objectives. The post holder will be expected to use expert Cerner Millennium knowledge when working with Trust staff to evaluate its impact and potential, make constructive suggestions for improvements; identify, implement and support new ways of working, and agree priorities and identify cultural, organisational and business constraints and interdependencies, including current performance improvement initiatives/requirements.
Specifically, the post holder will play a part in co-ordinating activities and monitoring the functionality being delivered against documented local requirements and contractual specifications, reporting and escalating any discrepancies, risks or issues as appropriate and maintaining accurate documentation as per project standards.
Gathering information and managing knowledge is a core component of the role. The ability to identify and formulate the right questions, know where to obtain information and who to share it with is crucial to success. In particular, the post holder will be required to:
+ investigate, document, analyse and interpret information in sufficient detail, using tools provided, to inform the local configuration of Cerner Millennium
+ identify appropriate resources to provide data/information of sufficient quality & quantity, monitoring and taking action to deal with quality issues
+ provide expertise and advice to identify, describe, analyse and interpret options and opportunities to meet local requirements and any associated risks and issues for resolution, escalating as appropriate
+ ensure consistency and develop justifiable, realistic conclusions and recommendations on time and in the format required to inform practice and policy decision making
+ facilitate the publication of future working processes, which support significant improvements to the patient journey (including role changes), and which meet stated organisational objectives and benefits
+ Provide information and knowledge to staff and others, either via planned activities or ad-hoc enquiries.
Working with the NHS and third-party suppliers, use experience and knowledge of NHS policy and strategy, combined with vision and leadership skills to appraise standard Cerner Millennium functionality and workflows to contribute to the identification of innovative ways of supporting integrated multi-disciplinary record keeping, developments in NHS policy, improvements in information usage and professional and workforce developments.
In addition, you will participate in activities to research, identify and develop innovative new ways of working to ensure the configuration of Cerner Millennium supports improvements to care pathways and remain flexible to support future NHS modernisation targets and service transformation priorities as they emerge.
Working within frequently tight timeframes, you will evaluate and manage competing priorities, EPR user groups and subject matter experts participating in EPR activities, identifying options and submitting proposals for resolving conflicts in demand. This will require a flexible approach to achieving project objectives and involve the use of leadership and project management skills to define and agree the detailed scope of medium to large-scale EPR related projects, actively participating in all phases, which requires the ability to understand, interpret and implement highly complex inter-related plans that for own area of responsibility and may span whole departments and organisations.
Provide advice & support to enable other members of the team responsible for delivering elements of Cerner Millennium, to understand their role, day to day priorities, project tasks & their relationship to others and risk/issue management.
Advise on IT training requirements to ensure NHS staff have the IT skills to use Cerner Millennium safely and competently, working with the training team to develop relevant training plans and materials.
