About our Property and Asset Management Service

We provide professional asset and estate management services and deliver property management solutions for the general fund portfolio. The portfolio is mostly commercial property and land including corporate offices, leisure centres, investment property, country park estates, and community centres.

This role is to support the Service with the estate management of an allocated commercial and corporate property portfolio to maximise value for the Council. The estate includes investment commercial property, corporate property, community centres, open spaces, and leisure centres. You will be supported by an administrative team and property officers.

Your duties will include:

  • Landlord and Tenant professional and estate management work including leasehold and rent review negotiations, using comparable market evidence for the investment portfolio and land to maximise value.

  • Monitor debt on the allocated portfolio for monthly review with the Head of Service. Taking instructions in relation to enforcement action.

  • Progress leases, licences, wayleaves, easements, from agreement of Heads of Terms through to a successful completion.

  • Undertake agency work including viewings, support with valuation inspections.

  • Conduct a programme of property and land inspections to check L&T obligations, documenting records and working with the wider team to plan remedial works.

  • Deal with estates issues such as land management disputes, encroachment, unauthorised structures, and assist other services with remedial action.

  • Ensuring H&S and EPC property compliance for areas the Landlord controls, with support from the Asset & Project Officer and the Building Surveyor, identify remedial works, support with tenant liaison.

  • Support the Council's annual asset valuation programme, responding promptly to queries from finance and audit.

  • Providing professional advice relevant to your expertise to the Council.

  • Assisting in the preparation and implementation of the annual Asset Management Plan


  • Accountabilities:

  • Advise colleagues on the best course of estates action, supporting colleagues with their service objectives.

  • Ensuring details are processed by the asset team so that records are accurate and rent is raised correctly, including business rates.

  • Monitor debt on the allocated portfolio for monthly review with the Head of Service. Taking instructions in relation to enforcement action.

  • Progress leases, licences, wayleaves, easements, from agreement of Heads of Terms through to a successful completion.

  • Undertake agency work including viewings, support with valuation inspections.

  • Assist the Building Surveyor and Asset & Project Officers with tenant liaison for minor works, ensuring relationships with occupiers are maintained to mitigate claims for loss of income.

  • Support the service to identify surplus and underutilised properties.

  • Support with the governance processes including ensuring property transaction processes are completed, assist the HOS with reports and committee requirements.

    Our ideal Estates Surveyor will have the below skills and experience;

  • Several years' post qualification experience of estates management on commercial and corporate property portfolios ideally some of this within the public sector.

  • Ideally Membership of RICS

  • Experience of conducting rent reviews, lease renews, including good understanding of the processes to follow.

  • Experience in transaction negotiations, utilising correct process to identify correct rental levels.

  • Ability to work in pressurised environment, to priorities work, to positively manage expectations.

  • Good ability to utilise the Council's property database, Microsoft offices, finance database for orders etc.

  • Ability to build and maintain strong relationships with Members, Council Officers, Customers, Consultants and Contractors


  • Please note that this role requires site visits and therefore a full driving licence and use of a vehicle is required.
