Full Job Description
The Purchase to Pay Manager role is based in Exchequer Services. The position will be responsible for managing the Councils purchase to pay process, ensuring accurate and timely processing of invoices and payments within robust controls and ensure compliance with the Councils Financial Regulations. The includes managing an array of other Exchequer related services like Direct Payments, Purchase Cards, and other payment methods.
The position is also responsible for the recovery of sundry debt ensuring debt recovery strategies are in place to maximise income collection.
This role requires excellent communication skills, attention to detail, and the ability to work collaboratively with cross-functional teams. The ideal candidate will possess strong leadership skills, a thorough understanding of financial processes and principles, and a proven track record of successfully managing teams. The Council offers hybrid working arrangements which are subject to change based on service requirement.
Reporting to the Head of Exchequer Services, the key responsibilities of the position will include:
- Management of the Council's centralised Purchasing Support, Accounts Payable & Receivable Teams, ensuring payments to the Council's suppliers and residents are made on time.
- Ensuring that the Council's sundry debt is collected in a timely manner.
- Day to day management and continual development of the team ensuring work is allocated effectively.
- Collaborate with other members of the finance team and non-finance stakeholders throughout the Council to ensure financial procedures are effective and there is compliance with Financial Regulations
Experience of managing an Accounts Payable function within a large company with demanding and challenging performance targets. Including knowledge of the associated processes, requisites, systems, and regulations.
- Excellent numerical and analytical skills, including the ability to analyse and interpret detailed and complex financial and other information.
- Experience of successfully managing staff including performance management, personal and professional development
- Excellent oral and written communication skills, including the ability to present a range of complex and detailed information.
- A thorough understanding of the Council's financial regulations, and associated Government legislation relating to the accounts payable function
- A natural drive for excellence and to strive to become the Council's expert in this field, taking responsibility and ownership.
