Full Job Description

This role offers an extraordinary opportunity to shape the internal culture and operational effectiveness of health and care services in North East London. As EDPCS, you will lead their People and Corporate Services functions, ensuring their policies, services, and workforce strategies are aligned with their mission and the needs of their diverse population. You will champion an inclusive and collaborative culture that empowers every member of their team to thrive and contribute to meaningful improvements in health and wellbeing.

You will oversee the development of a forward-looking workforce strategy that supports the skills and professional growth of their people, aligning with national and regional goals. Your remit will include leading on corporate services such as governance, audit, communications, IT, and resident involvement, ensuring each function operates with the highest standards of quality, efficiency, and engagement. You will also play a key role in building their reputation as an ICB and fostering trust and credibility within their community and among their partners.

A strategic leader with a strong commitment to equality and inclusion, you will champion high standards and ensure their workforce reflects the values and diversity of their community. You will also develop relationships across the system to strengthen their collaborative approach to workforce development, public engagement, and organisational effectiveness.

Their ideal candidate will be experienced in leading people and corporate services, with a strong track record of delivering transformation in a complex organisation. You will bring deep expertise in people and workforce management, corporate governance, and the ability to lead change that supports their strategic aims. The EDPCS will be a compassionate, inclusive leader committed to tackling inequalities and delivering for diverse communities.

North East London is a region rich in diversity, where more than half of their population comes from global majority backgrounds. Their communities are resilient, yet health challenges remain - from lower birth weights and vaccination rates to some of the highest levels of mental health needs in the country. As EDPCS, you will have the chance to make a lasting difference in a region where dedicated health and care professionals work tirelessly to improve lives.

In joining them in this role, you will play a vital role in shaping the future of their integrated care system, creating a supportive, high-performing environment that maximises value and impact. You will join a passionate team committed to public service and to realising North East London's ambitious goals for health equity, access, and community wellbeing.

North East London Integrated Care Board (NEL ICB) covers one of the most diverse and vibrant areas in the country, with challenge and opportunity in equal number. They have an exceptional opportunity for a visionary Executive Director for People and Corporate Services (EDPCS) to join their leadership team and help build a supportive, inclusive environment for their workforce. As a critical executive team member, the EDPCS will drive workforce strategy, lead on corporate functions including governance, communications and participation, legal, complaints and IT and ensure their systems and processes empower their teams to achieve the best outcomes for the people of North East London.

Their mission at NEL ICB is to build an integrated, resilient health and care system where every resident can access high-quality, compassionate care, and experience improved health and wellbeing. With a budget of £4.5bn, they collaborate with health and care providers, local government, the voluntary sector, and residents to deliver a positive impact across the City of London and seven boroughs: Hackney, Tower Hamlets, Newham, Waltham Forest, Redbridge, Barking and Dagenham, and Havering.
