Full Job Description
This role plays a significant part in the delivery of financial services to the UKSCs internal and external customers, as well as being at the centre of ensuring the financial health and stability of the administration. The postholder will be responsible for the day to day management of the UKSCs finances, working across the court with budget holders to maintain financial integrity and accuracy of all business transactions. The postholder will be responsible for leading the month end cycle and producing robust and timely management accounts, as well as providing accurate reports for the Chief Executive who is also the Accounting Officer and the UKSCs Board and Non-Executive Directors as necessary. Through this the postholder will have a significant role in producing the resource accounts for the UKSC including engaging and reporting to HM Treasury (HMT) on a regular basis. Additionally, the postholder will support the Finance Director to develop and embed a structured business partnering function to support all aspects of the UKSCs business., Reporting to the Finance Director, the Postholder will be required to: + Lead on the production of the management accounts and all internal reporting which includes the production of monthly management information. This includes leading on monthly variance analysis and follow up actions. + Maintain a medium-term forecast of costs and income to support annual and long-term planning. + You will produce the financial accounts which includes year accounts and maintain finance files for audit and assurance purposes. You will ensure the accounts compile with International Accounting Standards and all relevant government accounting rules. + You will be the main point of contact to provide financial information for external stakeholders including HMT, HMRC, NAO and internal auditors, on timely basis. This includes the regular monthly submission of information on the OSCAR system to HMT, preparing and submitting the UKSC monthly VAT and cash flow forecast to the HMT Banking Team and production of information as required for the Whole of Government Accounts (WGA) each year. + With the wider Finance Team will provide a Business Partnering support to the UKSC, working with Heads of Functions to provide timely and accurate financial information, including forecasting, as well as providing a challenge and scrutiny function. + Work collaboratively to develop and maintain finance procedures, systems and guidance to ensure they remain accurate, effective, support successful delivery of all financial activities and are understood, e.g. payment and desktop guides and the Finance Manual. + Work alongside the Finance Director on producing key data as required by senior managers. This includes taking an active role in financial reporting of projects. + Support the Finance Director to ensure finance tools and systems are fit for purpose and value for money + Represent the Court and build strong relationships across the wider finance community, including the Ministry of Justice, HMT and the NAO in a professional manner which builds cross functional relationships and strengthens the perception of finance as an open and transparent function within the UKSC. + You will line manage the Finance Officer, oversee the quality of their work and support their development + Role model the values of the UKSC and be a champion of the Court to all internal and external customers. + You will work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post., Applications are via CV and Supporting Statement. 1. A fully qualified CCAB accountant (or part qualified with an expectation of becoming fully qualified within 2 years), with significant practical experience in management and financial accounting. 2. Proven experience of budgeting and forecasting and general month end accounting process. 3. Up to date knowledge of International Accounting standards (IAS). Knowledge of government accounting rules is preferred but a willingness to learn them quickly will be considered. 4. Excellent communication skills with exceptional written and verbal skills - able to communicate clearly and effectively with non-finance managers. 5. Excellent interpersonal skills and the ability to build and maintain strong working relationships. 6. Be able to prioritise tasks and meet tight deadlines, as required. 7. Adaptable and willing to review priorities with senior managers to meet the current and future needs of the UKSC.
£38,905 - £45,160 (Plus an Accountancy Allowance of £1,500 per annum for part qualified or £5,000 per annum for fully qualified Accountants)
- Starting salary for existing Civil Servants will be dependent on current salary. Those new to the Civil Service will be expected to start at the minimum of the range.
