The Council's Finance Department provides a range of effective, efficient and high quality professional services with support to managers, staff, services, schools, members and a range of external partners in the delivery of the Council's objectives.

The department is seeking to appoint a Finance Officer to support the Education Early Years and Young People directorate.

The post holder will be required to undertake a wide range of tasks including:-

Preparation and calculation of salary and non-salary budgets for Senior Finance Officers and Accountants.

Monthly monitoring of capital and revenue expenditure for services and provision of financial information to managers and other finance officers.

Closing of accounts at year end in line with the corporate closing timetable, including provision of financial information as required to Senior Finance Officers and Accountants to enable statutory requirements to be met.

Responding to financial queries and correspondence from service managers, including meeting with budget holders, attending meetings and provision of financial information.

Liaising with other officers of the Council, statutory agencies and voluntary bodies in respect of funding issues e.g. WG, Health, Third Sector, Internal and External Audit. Also dealing with members of the public in respect of grants allocated to them.

Financial management of grants received falling under their service area, in line with grant procedure rules, including securing of appropriate delegated powers.

Liaison with HR over staffing budgets and staffing issues.

Assessment of grant applications, liaison with providers and parents, and determination of allocations of funding.

Attendance at meetings on behalf of Senior Finance Officers, where appropriate.

The ability to greet customers through the medium of Welsh is a requirement for this post.
