Full Job Description

The main purpose of the role will be to provide senior leadership and staff oversight for the delivery of a technical and financial accounting service to the ICB and the four HCPs.
The role will provide senior support to produce the annual statutory financial accounts and be cover for the Financial Accountant - Treasury.
This role will provide senior support for the creation and implementation of sound financial controls and reconciliations, in line with the ICBs prime financial policies and other policies and procedures for the protection and probity of financial resources allocated to the NHS Kent and Medway ICB.
The role will have responsibility for supporting the development of wider expertise and understanding of functions within financial accounts and financial services.
Work autonomously with significant discretion to work to broad occupational policy.,

  • The role will be responsible for providing professional expertise in financial accounting and technical matters.

  • The role will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

  • The role will be responsible for the production of the M9 and annual statutory accounts and working papers.

  • The role will provide leadership and direction to the capital accounting function, including maintenance of the ICB's fixed asset register on FIMS system, ensuring correct accounting in line with IFRS regarding additions, disposals, revaluations and depreciation.

  • The role will ensure that all Balance Sheet Accounts are reviewed regularly, and reconciliations are carried out on a monthly basis, making sure that all control accounts are cleared on a monthly basis.

  • The role will be responsible for current and legacy provisions and the completion of the non-ISFE template for CHC provisions.

  • The role will be responsible for accessing the impact of the introduction of new accounting standards on the organisation e.g. IFRS 16 Leases.

  • The role will be the main point of contact for external audit.

  • Supporting the CFO and Director of Finance in the organisational and professional development of the finance team.
