In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected. This is a unique opportunity to shape, design and implement the organisation for a new Arm’s Length Body (ALB) – the Infected Blood Compensation Authority and build high performing teams.

This is a challenging and fulfilling role that requires pace, impact, sensitivity, and compassion., The Financial Advisor will sit within the Finance directorate, but work very closely with case managers in multifunctional teams to ensure that the right calculations are made in complex historic cases to deliver the proper compensation owed to beneficiaries in a timely manner. Being within the Finance directorate will offer financial advisors learning and development opportunities to grow a career.
The Financial Advisor will work very closely with Case Managers to progress beneficiaries’ cases by providing advice on the calculation of compensation, especially in the most complex of cases. This advice will inform decisions on compensation amounts.
Financial Advisors will be working with potentially incomplete and historic data and documents to inform judgements with analysis, while always keeping the needs of potentially vulnerable beneficiaries at the heart of everything that we do.

You will be working with uncertainty and ambiguity, helping the team to develop a minimum viable product and this will require adaptability, an innovative mindset and resilience.

Please note that for the first few weeks there will be a requirement for you to be based on site full time whilst we develop the learning products together and build the team. Following this, hybrid working on a flexible basis will be available (at this stage we will comply with CO standards of at least 60% days in the office).,

  • Collating financial data from existing schemes for the user;

  • Compiling the financial package (total tariff-based compensation allocation, including loss of earnings calculations, reimbursement of probate costs and legal fees (infected estates) and netted off already received payments);

  • Providing the financial breakdown of the package for case approval and liaising with corporate finance for payment processing;

  • Calculating any payment adjustments based on reconsideration process.

  • Permanent opportunities to move to the new Infected Blood Compensation Authority (IBCA)
    At the moment all IBCA roles are hosted by Cabinet Office. However, once the new authority is set up, it is anticipated that these roles may move over to the new Infected Blood Compensation Authority which will be a separate employer to Cabinet Office. This move of roles to the new IBCA will be via a TUPE/COSoP transfer. It is important to note that IBCA will be a public service employer, rather than Civil Service, but it is anticipated that employees will be able to join the Civil Service Pension Scheme and maintain continuity of service within the pension scheme.
    Duration of post is subject to an individuals current employment contract terms., A reserve list may be held for a period of 12 months from which further appointments can be made.
