Full Job Description

A key operational arm of HSE, Energy Division (ED) regulates the UK’s Offshore Oil and Gas Industry, pipelines, mines, diving, and renewables sector. We employ around 140 professional engineers and scientists to do this.

Fire Explosion and Risk Assessment is essential in the context of managing offshore major accident hazards, where failures can lead to catastrophic harm to workers and the environment. Energy division has a front line team of Fire Explosion and Risk Assessment Specialist Inspectors who cooperate with colleagues to regulate companies undertaking offshore oil and gas operations or related activities.
You will become part of a team of technical specialists working to help improve safety across a wide range of activities within the UK offshore major hazard industries. You will provide fire explosion and risk assessment support to IMT inspectors for both planned and reactive work. As part of the specialist team of inspectors you will also engage with a diverse range of stakeholders to keep up to date with new developments and to promulgate HSE expectations within the industry.
Please note that due to the nature and volume of the work and travel, this role is only suitable for full time working., As part of your role you will be required to:
+ Travel to offshore oil and gas installations to undertake interventions, inspections and investigations as part of a team.
+ Assess offshore safety cases and their material changes and inspect combined operations notifications and thorough reviews.
+ Complete detailed analysis in order to identify safety issues and draft recommendations.
+ Write and contribute to investigation reports and industry guidance.
+ Provide expert advice on safety and risk assessment techniques, aspects of process engineering and health and safety matters to colleagues, industry and other stakeholders.
+ Assist with the development of guidance to support intervention work.
+ Participate in industry working groups and wider sector engagement
+ Write and make technical contributions to updating and maintaining industry standards and guidance
+ Support and independently undertake enforcement action, including preparing specialist reports, serving Improvement and Prohibition notices and providing expert evidence in legal proceedings.
Training & Support
From day one, you will be supported by your manager, team and wider colleagues to understand and develop in your role in HSE. We support your continuing professional development directly through training and through stakeholder support and steering.
For the legal requirements of the role, you will be enrolled on a legal assessment /Specialist Training Programme during which you will be given time to study for and are required to successfully complete.
Travel
This post can be based in any of the advertised locations however, there is the expectation that you will travel regularly to Aberdeen. As this position may be based at two different working locations, the successful candidate will be subject to multiple placed working and will therefore be able to claim their travel expenses for commuting to Aberdeen.
In role, you will spend on average 2-3 night stays offshore (subject to weather) approximately 6-8 times a year for proactive inspection or reactive investigation work, potentially at short notice, all within a small multi-discipline team.
Medical Requirements
You must be able to satisfy the OEUK approved offshore medical & OPITO approved survival training requirements. (BOSIET/MIST)., Full driving license that permits driving within the UK. + Practical experience relating to design and operation of offshore oil and gas process plant, including application of the principles of process safety management.
+ Experience in fire, explosion and related risk assessment/management and consequence analysis techniques; including HAZOP, LOPA, SIL, FMEA bowties etc. and their advantages, applicability and limitations to offshore processing plant.
+ The ability to write effective technical reports, have excellent verbal communication skills and present complex technical information in a clear and concise way for a non-technical audience.
+ Knowledge and experience of active and passive fire protection and detection relevant processes, chemical and offshore fire and gas engineering codes, standards, and guidance.
+ Experience of assessing the effectiveness of maintenance of mitigation measures for reducing escalation from fires and explosions in offshore oil and gas process plant and utility systems.
+ The ability to engage with colleagues, external stakeholders at all levels of the duty holders operation.
+ Quantitative risk assessment and a broad understanding of consequence modelling techniques and software tools and their application, advantages and limitations.
+ Qualitative risk management and major accident hazard management.

£71,171 - £75,323
Non-Standard B. This role attracts an annual, non-contractual, non-pensionable market supplement of £10,000, (pro-rated for part-time workers). This is subject to annual review and may be amended or withdrawn.
