Full Job Description

The Highway & Flood Risk Management (H&FRM) team manages Gateshead Council's role as lead local flood authority (LLFA)., You will lead the FRM team of technicians & engineers in managing & promoting Gateshead Council's LLFA roles & responsibilities. As such you will require relevant experience at an appropriate level of responsibility in a local authority FRM role. An accredited degree in a relevant subject is essential.

You will have knowledge of civil engineering practise & procedures (in particular highway drainage, sustainable drainage systems, public sewerage and flood risk management), asset management computer systems and graphical information systems. Knowledge of statutory duties, responsibilities & powers in relation to highway drainage & FRM is also essential.

Degree level or incorporated engineer status or working towards chartered engineer status.
Current driving licence or means to mobility support.

THE KNOWLEDGE

Civil engineering and construction practice.
Statutory duties, responsibilities and powers in relation to flood risk management, land drainage and highway drainage.
Asset management computer systems and graphical information systems.
Highway drainage, land drainage, sustainable drainage systems and public sewer design.
Flood risk management scheme business case development.
SuDs design, planning and adoption procedures.
Land drainage consents.

THE EXPERIENCE

An appropriate level of responsibility in a flood risk or civil engineering environment.
Project management, budgetary control and effective performance management of service delivery to achieve performance targets and service standards.
Appropriate information & communication technology systems.
Drainage / flood risk analysis software and drainage design.
Partnership / collaborative working.
Working in a multi-disciplinary environment within local government or civil engineering.
Production of flood risk management business cases.
