Full Job Description

As Force Crime & Incident Registrar with Surrey Police you will ensure National Crime Recording Standard (NCRS) and Home Office Counting Rules (HOCR) requirements are applied with consistently, locally, and nationally, and to act as final arbiter for the audit process, the interpretation of the counting rules and assigning outcomes. This post is a mandatory requirement for all Police Services under the terms of the NCRS, HOCR and National Incident Recording Rules. As Force Crime & Incident Registrar you will be required to be:

  • Accountable for providing independent strategic direction to the Deputy Chief Constable on National Crime Recording Standard (NCRS), Home Office Counting Rules for Recorded Crime (HOCR) and the National Standard for Incident Recording (NSIR).
  • Accountable as the final arbiter for the audit process and the interpretation of the counting rules and assigning outcomes, taking cognisance of, and having due regard to advice from the National Crime Recording Standard Steering Group (NCRSSG).
  • Accountable for the transfer and cancelling of recorded crimes, delay recording crime, or record crime without victim confirmation and have sole responsibility for authorising all cancelled rape crimes.

  • Educated to degree level in law, policing and/or criminology, and/or extensive equivalent training and substantial experience of criminal justice system and national crime recording practices.
  • Accredited Force Crime Registrar (or work towards completing this within one year of appointment)
  • Understanding of the Criminal Justice System.
  • Proven experience as a Crime Auditor, Crime Registrar or Deputy Crime Registrar in a UK Police Service.
  • Excellent research skills, adept at assimilating and identifying required information quickly to make an accurate assessment of crime and incident data.
  • Ability to write clear and concise structured reports containing complex analysed information which can be understood by a wide variety of stakeholders.
