Full Job Description

The post holder will provide operational leadership and management to the designated Directorate and its associated workforce and services.
This role is pivotal within the senior Radiology Team, directly reporting to the Head of Service and collaborating closely with the Lead Radiographer, Clinical Directors and Radiology teams to facilitate the delivery of high-quality Radiology services across the Trust.
Working in partnership with other members of the Divisional Management Team, the post holder will promote effective governance and ensure that the highest standard of clinical care is delivered. They will be responsible for ensuring all clinical and non-clinical performance indicators, targets and objectives are met in line with national and local standards.
Working with the Divisional Management Team, the post holder will contribute to the development, delivery and translation of Divisional and Trust clinical service strategies, corporate and divisional objectives and the development and implementation of business plans and service developments. The post holder will take a lead role in ensuring that quality, performance, CIP and budgetary targets are monitored and improvement plans are devised and implemented where necessary to enable compliance.
The post holder will be required to engender effective partnerships with all internal and external stakeholders and ensure effective liaison and partnership working with commissioners is developed and sustained., Supporting the day-to-day operational function, leading and managing the Radiology Department across all sites. Ensure the provision of a safe and high-quality Radiology service, offering support to clinical and support staff, all while operating within the patient-first framework.
Promote effective governance practices, striving for the delivery of the highest standard of clinical care within the Radiology Department. Working with the Lead Radiographer to ensure compliance with national and local standards, meeting clinical and non-clinical performance indicators, targets, and objectives while working within financial constraints.
Develop and implement action plans to address areas of non-compliance, collaborating with the Lead Radiographer, Clinical Director and Head of Service. Proactively identify and rectify issues to ensure adherence to standards.
Ensure the team operates within standard operating processes, embedding these procedures within the team to maximize resource efficiency and capacity.
Challenge the status quo and drive continuous improvement initiatives to enhance performance and productivity across all facets of Radiology services.
Actively participate in the Trust's Manager on-call system, contributing to the responsiveness and effectiveness of the organisation., Clear Messaging: Communicate clear and positive messages to staff, the Divisional Management team, and key stakeholders. Translate complex information into easily disseminated communications.
- Involvement Strategies: Deliver effective involvement and communication strategies, ensuring the dissemination of team briefs to enhance team engagement.
- Specialist Advice: Offer specialist advice, assess and justify examination referrals, and evaluate clinical results in accordance with professional standards and departmental policies.
- Engagement and Influence: Ensure effective communication and engagement with teams, providing opportunities for involvement in planning, developing, and improving services. Challenge internal and external parties to overcome barriers to change and understanding.
- Conflict Resolution: Manage conflict across various situations, including the resolution of complaints, using negotiation to diffuse hostility and aggression.
· Contribute to and support the management of a Divisional Assurance framework to meet the integrated performance metrics required by the Division. Ensure information is collected, critically evaluated and analysed, some of which is of a highly complex nature and use this to determine and shape strategy.
· Lead in assessing the capacity and demand for services by regularly monitoring demand and productivity seeking to ensure patient flows through the system are safe, effective and deliver high quality outcomes & performance working with the Operational and Professional Leaders within the Division.
On behalf of the Head of Imaging & DDO and in conjunction with Senior Imaging Colleagues across the trust, lead on the design and implementation of a robust Performance Management reporting system for the Directorate, to support the services, Division, and wider Trust Governance and understanding.
· This includes contributing to the Divisional Strategy Deployment Reviews and Status Reports as part of the Patient First programme undertaken within the Division.
· Contribute to the formulation, planning and development of long-term Strategic and Operational Business Plans for specific clinical and non-clinical areas in line with Divisional and Trust priorities, these may impact across the wider organisation.
· Lead & support the Division to achieve robust lines of authority, delegation and accountability within the areas of designated responsibility.
· Support and lead improvement projects as part of the Patient First Kaizen programme
· In partnership with the Divisional Management Team, Finance and HR contribute to the strategic development of the Divisional services through local innovation and service improvements.
· Contribute to guidelines & in collaboration with Lead Radiographer and in collaboration with clinical teams be responsible for policy and procedure documents within the Directorate to ensure policies and procedures are up to date, available and, when and where appropriate, developed within the Trust format and these take account of any NHS or legislative changes.
· Develop strategies that underpin the Trust's strategic objectives, to progress the planning and implementing of these.
· Underpin the planning, delivery and evaluation of quality improvement initiatives within the designated departments and areas within the remit of this post.
· Operationally lead on behalf of the Division the oversight and coordination of the Emergency Planning and Business Continuity functions of the Division as appropriate.
· Be responsible for managing the Resilience Rotas and On-call Manager and Director resource pack and training programme to ensure a robust standard of support is available for out of hours support.
· Contribute to the wider management of the Division and of the Trust on specific projects as and when appropriate.
· Lead on the service improvement/change management work of the Division on agreed specific projects.
· Ensure the effective delegated budgetary management and the budget setting for all departments and services in conjunction with the service leads in each department, producing robust CIP plans are ensuring these are delivered and resources utilised cost-effectively in collaboration with the DDO and Divisional Management Team.
· Work with the Divisional Management Team on the introduction and utilisation of service line reporting to ensure balanced reporting of income and expenditure.
· Pro-actively manage and develop income generating activity by ensuring all coding and booking systems are well managed, this will support Payment by Results (PBR).
· Monitor effective staff communication, information systems and involvement ensuring staff have the opportunity to be involved in and influence the planning and development of services.
· Contribute to the Divisional systems of governance (clinical, financial, staff, audit and information) and risk management ensuring appropriate processes are in place and maintained with regular reports.
· Ensure comprehensive risk assessments are completed regularly and that active management of the risk register is a mandatory theme at service meetings.
· Ensure the performance indicators relevant to the specific work areas are reported within the Division balanced scorecard and within the allocated deadlines.
· Ensure robust systems of information management are in place, including filing structures, retention and destruction, in accordance with relevant policies and strategies.
· Conduct regular reviews, research and development reviews of the services in terms of quality and effectiveness as part of the role and introducing projects to deal with service change, modernisation, CIPS and remedial issues and manage these accordingly. These also include communications, information systems and workforce.
- Incident Investigation: Where operational function of the dept is identified as contributor they support the investigation of complaints/incidents/PALS enquiries and near misses, ensuring lessons learned and improvements are implemented.
- Risk Management: Ensure appropriate investigation and reporting of incidents, including serious untoward incidents. Monitor and analyse activity, finance, and performance indicators, proposing process improvements.
- Capacity and Demand Assessment: Lead in assessing capacity and demand for services, monitoring demand, productivity, and conducting patient mapping processes to ensure effective and high-quality outcomes.
- Operational Accountability: Accountable for the operational delivery of the service in collaboration with the head of service nd clinical director, including financial, capacity, and workforce planning.
- Project Management: Conduct specific assigned projects as requested, contributing to strategic and operational Business Plans in line with divisional and Trust priorities.
· Accountable for the direct leadership and delivery of clinical or technical service(s) within a Directorate as appropriate.
· Specialist Service Delivery: Provide a specialist and tailored service contributing to the diagnosis and treatment across the Trust.
· Patient Experience: Ensure robust systems for receiving and acting on patient experience feedback, facilitating improved patient safety and experience
· Lead in assessing the capacity and demand for services by carrying out patient mapping processes in designated areas and streamlining and improving patient flows through the system in specific areas agreed with the DDO and Chief of Service.
· In partnership with the DDO, DDDO, Chief, CDs, Operational Managers and Clinicians, ensure that the Divisional services take ownership and responsibility for the control and prevention of infection; deliver on all Quality measures to ensure safe and excellent care to patients.
- Capacity Planning: Lead daily to ensure capacity matches demand, supporting the radiology team to comply with national targets.
- Guidelines Adherence: Work within defined National Guidelines, Trust, and Departmental Procedures to achieve effective, evidence-based service delivery.
- Governance and Risk Management: Contribute to radiology systems of governance, risk management, and participate in service improvement/change management projects.
- Workforce and Training Plans: Develop robust workforce and training plans in collaboration with leads, providing training to the wider team.
- Leadership and Engagement: Provide clear, effective, and transparent leadership, promoting staff engagement, satisfaction, and continuous improvement culture.
- Performance Monitoring: Monitor levels and standards of performance, conduct, behaviour, appearance, and attendance, taking decisive action when necessary.
- Recruitment and Retention: Actively participate in improving the recruitment and retention process, ensuring effective induction of new staff.
- Budgetary Management: Ensure effective budgetary management, delivering CIP plans, and utilising resources cost-effectively.
- CRIS Management: Proactively with PACS manager to manage CRIS for accurate financial information and planning.
- Equipment Budget: Manage a delegated equipment budget, ensuring safe operation and regular checks for faults.
- Strategic Planning: Contribute to the planning and development of strategic and operational Business Plans in line with divisional and Trust priorities.
