Full Job Description

Palladium is recruiting for an experienced Grants Manager with a passion for tackling climate change to join our UK PACT team. The UK PACT programme aims to improve the effectiveness of key institutions (public, private and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Specifically, the programme will deliver the following results: An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions An increase in in-country buy-in to urgently facilitate low-carbon development UK PACT is a complex, multi-country and multi-sector programme, which delivers impact through a combination of grant funding for longer-term capacity-building projects and the rapid mobilisation of short-term expertise for targeted skills and knowledge transfer., The Grants Manager will initially focus-on supporting the scale up and expansion of the programme to 2-3 new countries in early 2025. They will play a pivotal role in scaling up the UK PACT programme, overseeing expert deployment, fund management, and effective implementation of country-specific strategies. The role requires engagement with multiple stakeholders, managing complex tasks across several phases, and ensuring that targets for grants, expert deployment and sectoral development are met within specified timelines. Following successful scale-up, the role will progress to focus on Grants Management activities across the portfolio. Specifically, the UK PACT Grants Manager will: Scale-up Project Planning & Management:

  • Lead the overall programme scale-up kick-off and manage the entire scale-up process, ensuring adherence to timelines from FY24/25 to FY25/26
  • Coordinate remote and in-person kick-off activities, including country-specific onboarding and technical sessions
  • Oversee the development of country-specific implementation plans and scale-up strategies
  • Manage key decision points for the programme board, including progress meetings, budget approvals, and other decision-making milestones
  • Fund Management:
  • Develop and monitor country-specific scale-up plans, ensuring alignment with broader programme goals
  • Engage with sector-specific strategies and ensure baseline assessments are completed and incorporated into the workstream
  • Oversee the deployment of experts in specific sectors from June 2025 and ensure the allocation of grant funding by August 2025
  • Resource Mobilisation & Stakeholder Engagement:
  • Lead the recruitment and onboarding of fund managers, technical advisors, and other key personnel to support the scale-up process
  • Engage with Foreign, Commonwealth & Development Office (FCDO) leads and counterparts for strategic alignment and country-level support
  • Ensure that the Fund Manager and Associate roles are filled promptly and that all necessary recruitment processes are completed
  • Programme Reporting & Governance:
  • Facilitate regular progress updates with the Programme Board and ensure timely submission of progress reports
  • Conduct programme meetings, budgetary allocation reviews, and key update meetings to ensure all activities remain on track
  • Ensure adherence to deadlines for technical input submission, strategy finalization, and fund management processes
  • Grants Manager responsibilities Grants project management:
  • Lead the development and delivery of the programme grants system in line with Palladium central grants team and procedures
  • Ensure and quality assure budget, due diligence, grants agreements and reporting
  • Ensure that all aspects of grant management are fully compliant with UK Government codes of conduct and good practice
  • Lead on the grant management process, ensuring high quality grant agreements
  • Lead in establishing harmonised systems for reporting and documentation for grantees (including risk management)
  • Identify, manage and monitor strategic and operational risks associated with grant processes and disbursements
  • Grants team and client management:
  • Supporting effective team management of the grants regional and fund teams
  • Contribute to strategic, delivery and operational planning meetings convened by the Team/Deputy Leader and/or FCDO
  • Undertake ad-hoc troubleshooting assistance to countries as required
  • Ensure country grant teams have the necessary training and tools to ensure project-level compliance
  • Assist with the monitoring of grants at contractual and programmatic levels, working alongside the programme technical, MEL and communications teams
  • Undertake international travel within the target regions to support/mentor/troubleshoot and/or to carry out the implementation of grant activities with country and project partners, where necessary
  • Manage and support the professional development of grant support staff, associates and analysts; and
  • Deliver or support training and capacity development as required in grant management
  • Programme management:
  • Tracking and reporting of the programme key performance indicators KPIs
  • Programme KPI delivery and management
  • Programme reporting (monthly delivery meetings, quarterly reports, annual reviews and reports)
  • Fund reporting and process quality assurance
  • Fund financial forecasting and reporting
  • Risk and issue management
  • Relationships
  • The Regional Grants Manager will be line managed by the Deputy Team Lead

    If you are a problem-solver, collaborator, and doer, and you have expertise in large-scale project management, programme governance, fund management, and resource mobilization, we are interested in hearing from you., Experience in large-scale project management, ideally in a climate or international development context
  • Strong experience with programme governance, fund management, and resource mobilization
  • Excellent communication and stakeholder management skills, with a demonstrated ability to work with government agencies, technical experts, and international stakeholders
  • Ability to manage multiple workstreams, meet deadlines, and lead a multi-disciplinary team
  • Experience working with public-sector entities, including familiarity with the FCDO or other governmental development bodies, is desirable
