Full Job Description

As the Group Manager, you will have responsibility for 4 locality operational teams. The service area predominantly works with working age adults with a physical disability and older people and carers. You will work with the team managers to ensure we meet our statutory Care Act duties in a timely manner whilst delivering a quality service. You will work collaboratively with internal and external partners to create efficiencies and deliver a responsive service to meet the needs of residents.

  • Pathway to independence Group Manager


  • As the Group Manager, you will have responsibility for 3 preventative pathways; enablement, reablement and prevention and early intervention. As a newly formed service area, you will work closely with internal and external colleagues to refine the pathways, create cohesive teams that deliver outcome focused and individualised support to reduce demand for long term services and create cost efficiencies.
  • Adult Safeguarding Group Manager


  • As the Group Manager, you will be responsible for 3 teams; Adult Safeguarding team, Emergency Duty Service and the Mental Capacity Act and Deprivation of Liberty Safeguards Team (DoLS). You will work with the team managers to ensure that we meet our statutory Care Act duties in a timely manner whilst delivering a quality service. You will ensure that all teams adhere to and comply with practice and procedures associated with their areas of expertise in a timely and efficient manner. You will work collaboratively with internal and external partners to promote best practice and guidance and be a statutory partner within the Safeguarding Adults Partnership.
  • Learning Disabilities and Mental Health Group Manager


  • As the Group Manager, you will be responsible for the Learning Disabilities operational team who work with individuals whose predominant needs are due to a learning disability and/or mental health diagnosis. The service area also incorporates younger people through the transition process from Children's services into Adult Social Care and undertakes Mental Health Act Assessments through the AMHP hub.

    Each role will be responsible for the operational management of services across a specific range of disciplines, ensuring strong governance as well as the highest possible standards and quality of provision.

    You will be an experienced manager and leader who is passionate about driving the provision of excellent services for residents. You will act as a champion for vulnerable adults, put the Borough's vulnerable residents front and centre of everything we do: ensuring they are able to live their lives in the way that they want to, and that their voice informs service design through co-production.

    You will be responsible for overseeing service areas within adult social care and for determining service objectives linked to performance indicators, including development, implementation and communication of a service level plan, with clear and measurable operational objectives/priorities which includes horizon scanning for relevant changes, risks and opportunities that may impact the service area.

    You will need to demonstrate that you are able to bring leadership, operational grip and professional expertise to a complex and broad range of work that contributes to vital directorate priorities.

    All roles will be expected to promote a strong emphasis on partnership and integrated ways of working, forging links within local communities to provide an outcome focused, person centred service. Working collaboratively with internal and external partners to create efficiencies and deliver a responsive service to meet the needs of residents., Note: Applicants appointed to posts that require an enhanced DBS clearance must declare any periods of time that they have lived, studied or worked abroad and be prepared to provide an Overseas Criminal Records Certificate (OCRC) or a Statement of Good Conduct (SOGC) relating to anytime they were overseas.

    We are seeking highly motivated and organised professionals to join our team as Adult Social Care Group Managers, spanning a number of specialist areas within the field of Adult Social Care., Candidates should also be able to demonstrate the following skills and attributes
  • A strong understanding of relevant legislation and statutory guidance pertinent to the role.

  • Excellent interpersonal skills and work as part of a senior management team

  • Recognises and celebrates outstanding practice within the service.


  • This post holder will have a hybrid of office and remote working but will also be expected to be able to reach venues and meetings across Walsall and the Region where required. This is a full-time post of 37 hours per week, and this may include the possibility of evening work to meet the requirements of the out of hours senior management rota and support to the emergency duty team., This post is covered by the Government's Code of Practice on the English Language Fluency Duty for public sector workers. The postholder will be required to communicate verbally with customers and provide advice and/or information in accurate spoken English.
