Full Job Description

Are you looking for a rewarding career creating a 21st century net zero energy system and decarbonising our existing industries and growing new ones? Come and join us in HM Treasury as we work across Government to deliver Carbon Capture and Storage that is affordable and value for money! About the Team The Energy Team deals with some of the biggest economic opportunities and challenges facing the UK. This includes creating a 21st century net zero energy system, ensuring long term energy security for the nation and keeping energy affordable and competitive. This role sits within the Delivery and Infrastructure branch. Our work covers developing major new infrastructure sectors of hydrogen and carbon capture and storage and rapidly expanding our world-leading offshore wind sector and other renewables. We are at the heart of maintaining the UK's energy security and decarbonising our energy supply. About the Job In this role, you will:

  • Lead HMT's input into cross-government on support mechanisms on Carbon Capture, Utilisation and Storage (CCUS) emitter and transport and storage business models, allocation and funding.
  • Lead on CCUS strategy and interface into broader energy, net zero and industrial policy, leading on how this can be achieved in value for money ways.
  • Lead work to capture the growth potential, working across government to ensure growth benefits are captured including interactions with National Wealth Fund, Great British Energy and the British Job Bonus.
  • Support and develop one Higher Executive Officer (CCUS Policy Advisor HEO) and 50% of Greenhouse Gas Reductions Policy Advisor
  • This role will lead for the Treasury on CCUS. The Committee on Climate Change have said that CCUS deployment is essential for meeting the UK's legal goals to be net zero by 2050. This will require significant growth in CCUS. As Treasury's Head of CCUS, your role will be to steward HMT's input into how this growth can be achieved in ways that are affordable and value money. This is an excellent opportunity to work in a supportive team with a high degree of independence to advance the Chancellor's agenda and make a real world difference.

You will need to be comfortable working in fast-paced, dynamic environment, and have or be prepared to build rapidly an understanding of the energy market and project financing. You should also have strong numerical, written and verbal communication skills and be comfortable working with Senior Officials and Ministers. Prior energy/regulated utilities experience and/or experience of working in project finance in either public or private sector is essential.

  • 25 days annual leave (rising to 30 after 5 years), plus 8 public holidays and the King's birthday (unless you have a legacy arrangement as an existing Civil Servant). Additionally, we operate flexitime systems, allowing employees to take up to an additional 2 days off each month
  • Flexible working patterns (part-time, job-share, condensed hours)
  • Generous parental and adoption leave packages
  • Access to a generous Defined Benefit pension scheme with employer contributions of 27%
  • Access to a cycle-to-work salary sacrifice scheme and season ticket advances
  • A range of active staff networks, based around interests (e.g. analysts, music society, sports and social club) and diversity
