About the jobJob summary If you're interested in making a difference to people's lives, the Treasury can offer you an exciting opportunity to influence decision making that affects the whole of the UK. Working at the heart of government, we collaborate across government to promote responsible public spending and drive strong and sustainable economic growth. Our work ranges from protecting customers through the regulation of the financial sector, helping to reduce carbon emissions and creating a greener economy, to promoting British trade around the world and supporting people across the country on jobs, growth and more. We are part of the Darlington Economic Campus, a pioneering new cross-government hub which brings people together to play an active role in the most important issues of the day whilst working closer to the communities we serve. The campus provides the opportunity for people from all over the UK to help shape the future of the country, and our flexible working practices ensure you can collaborate effectively with our partners. Job description About the Group Business and International Tax The aim of the Business and International Tax (BIT) Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £400 billion a year. The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts, and there are opportunities to be part of this engagement at all levels. The work of the Group is vital to fund essential public services, while working with other Treasury Groups to support the government's wider agenda - including supporting business investment and economic growth, in all parts of the UK, and delivering "Net Zero" carbon emissions by 2050. The Group's high-profile portfolio make it a highly dynamic, flexible and interesting place to work. About the Team The Energy and Transport Tax (ETT) team is a supportive and friendly team whose work is at the heart of balancing HMT's fiscal, economic and environmental objectives. The team is responsible for taxes collectively raising around £50bn through transport, oil & gas, energy & carbon and environmental taxes, including developing novel and complex policies such as the new Carbon Border Adjustment Mechanism (CBAM). As a result, the team's work covers a broad range of high-profile policy areas that get significant amounts of ministerial and public attention, particularly in light of the Government's Net Zero agenda. ETT is an outward-facing team whose work involves significant and varied stakeholder engagement, both directly with businesses and with trade associations, business representative groups and environmental and tax policy stakeholders. The team also works very closely with other Government departments, especially DESNZ, DfT, HMRC, Defra, and DBT, as well as with colleagues across HM Treasury, particularly those working on energy & transport spending, infrastructure policy and international policy. About the Job The team is recruiting for a new Head of Carbon and Energy tax. This role will sit alongside three other E2 roles in the team (Head of Technical in the same branch, Head of Transport and Head of Environment and Resource taxes), helping to lead a team of over 20 and ensuring that the Energy and Transport Tax team is a great place to work. The successful candidate would also have responsibility for providing leadership across the joint tax and trade CBAM team. This is an exciting, varied and high-profile role, which will involve leadership, strategy and policy development across a broad portfolio, working closely with key partners such as HMRC. It will involve significant engagement with Ministers, senior officials within HMT, other government departments and senior stakeholders from businesses and international organisation. The role would suit an individual with a passion for leading inclusive teams and who can grasp complex policy issues, think strategically and creatively about how to resolve them, deliver effectively through others and skilfully manage relationships with a broad range of different stakeholders. Please note that if you are based in Darlington, the role is likely to require regular travel to London to support Ministers in person in Parliament. Key responsibilities are set out below. 1. Providing joint inclusive and supportive leadership to the CET Branch of 3 Range Es, 2 SEOs and 3 HEOs. 2. Advising and supporting the Chancellor and Exchequer Secretary on all issues related to carbon and energy taxes. 3. Working closely with DESNZ, DEFRA, DfT and the Devolved Governments to lead the development and implementation of the Emissions Trading Scheme (ETS), the government's key lever to drive cost-effective industrial decarbonisation. 4. Overseeing the development and delivery of the new Carbon Border Adjustment Mechanism, working closely with HMRC and trade colleagues in the CBAM Virtual Team to finalise the design of the tax and implement it in a way that balances international and domestic priorities and works cohesively with the government's wider strategy on carbon leakage. 5. Developing and advising ministers on the case and options for strategic reform of energy taxation and ensuring current existing reliefs provide value for money. 6. Representing the UK's interests at the OECD's Inclusive Forum for Carbon Mitigation Approaches, the OECD's flagship initiative on global decarbonisation. 7. Building collaborative relationships with counterparts and seniors in HMT, DESNZ, DBT, the OECD, the EU and in businesses, experts beyond Whitehall and other interested parties to ensure HM Treasury's decision-making is informed by robust evidence and that the government's objectives and policies are communicated clearly. Person specification Your application will consist of a CV and a 1000-word personal statement. Your CV should consist of your career history, including any key achievements in each role.
