Full Job Description

Imagine being able to make a significant, lasting difference and drive real change that will enable future generations to thrive. The central Change Programme Team here at Thurrock Council is evolving and offers an opportunity to do just that. We are now looking for a select group of dynamic and driven individuals who can help us achieve our ambitious objectives.
We have a herculean yet achievable task ahead. It will be no easy feat to embed innovative technology, modernise processes and change behaviours and mindsets, however, we have started that journey and are confident that with the right team and the right skills, we can make this happen. The truth is, we must make this happen, and you will be joining us at the most critical point in the journey yet.
An opportunity to learn how to bring a Council out of intervention, you will play an integral role in facilitating and guiding the council on its journey to modernisation and financial sustainability - whilst transforming ways of working with our internal staff, elected members, residents, and leadership.
On the other side of the change, as we leave intervention, expect career defining moments and a sense of pride that the Borough is not only fit for purpose but is ready to lead the way forward.
The role:
The Head of Change will play a pivotal role in the journey ahead.
Leading a multi-skilled and diverse team, you will inspire and guide through a complex period of modernisation. Empowering the team to deliver change, ensuring they have the right resources and support to land high-quality outcomes with stakeholders across the council will be key to your shared success. You will exhibit and role model our desired behaviours, visibly acting as a champion for continuous improvement and fostering a learning environment.
In addition to exemplary leadership, stakeholder and team management is at the heart of this role. You will need to build strong relationships with ease, ensuring effective communication, collaboration, and co-creation that result in demonstrable achievements and benefits being realised.
As a senior leader, you will also need to ensure corporate oversight to guarantee the change programme runs in complete alignment with our strategic vision and corporate plan to deliver a new operating model. This will be underpinned by solid governance across the portfolio and your ability to smoothly coordinate and control risks, actions, issues, and decisions across the landscape.

- Senior stakeholder management capability
- Strong strategic thinking and analytical skills
- The ability to convert vision into plans and overcome challenges and problems with ease
- A track record of realising benefits

This is a rare and exciting opportunity in an organisation that is committed to delivering better services for its residents, communities, and staff. You will be part of a supportive and dynamic team and have access to a range of benefits.
- Generous annual leave entitlement - 25 days rising to 30 after 5 years' service.
- career average pension scheme
- relocation packages
- interest-free loans for green travel such as bikes or public transport season tickets
- salary sacrifice schemes such as childcare vouchers and cycle to work schemes
- maternity, paternity, adoption and shared parental leave above the statutory minimum
- employee assistance programme to provide support to employees both at and outside of work
- flexible working to help balance work and personal life including job sharing, part-time working and home working
- buying additional annual leave
- career break scheme for up to 2 years
- wide range of courses to support employee development
