About You We are looking for a conscientious and committed individual who can lead and operate as part of a team delivering financial outcomes to support transformational success and change. You will also be proactive, highly motivated and dynamic with the drive and ability to succeed and deliver against stringent deadlines. Led by a recently appointed Assistant Director, the Financial Management team is a centralised finance service within the Resources Directorate using the Business Partnering approach to provide business and financial advice, guidance and expertise across the Council. You will play a crucial role supporting the transformation of financially sustainable services that will serve our residents to live healthy and independent lives whilst also advocating the continuous improvement journey within Financial Management. Reporting to the Assistant Director of Finance, the role will support the Council's Corporate Finance responsibilities. The role is a key member of the Resources Directorate Leadership Team bringing influence on all material business decisions, and ensuring the delivery of exceptional financial management and safeguard of public resources. You will be responsible for leading the delivery of a number of essential responsibilities that include :
- Reporting the Council's financial position, both revenue and capital, including the Council's medium-term financial strategy, annual budget and savings programme, treasury management function, the collection fund and completion of the statutory statement of accounts accurately and within required timescales
- Management of the Council's VAT support, advice and guidance
- The development and assimilation of Directorate and Business performance data within financial reporting
- Leading and developing the Corporate Finance team to provide consistent high quality financial and technical support and advice
- Acting as the lead liaison officer with the Council's external auditors
- Evaluating invest to save business cases / service transformation proposals to deliver cost efficiencies, together with the evaluation of future year service delivery models
- The provision of influential input to the decision making process, including objective challenge on strategy and policy development, efficiency and encouraging a culture of continual improvement
- The continuous review, development and implementation of financial systems, policies and procedures
- Advising and supporting Council colleagues and key partners to deliver and transform business priorities with professional and influential challenge where appropriate The Council actively encourages employees to work differently where feasible to deliver business outcomes.
