Full Job Description

Are you looking for an exciting opportunity to take overall responsibility for HM Revenue & Custom's (HMRC) funding and performance, ensuring outstanding financial management and aligning spending with priority outcomes? About the Team

The Tax Administration, Spending & Reform (TASR) team has two key purposes.

Firstly, we are the “Spending Team” for HMRC. We provide recommendations to Treasury Ministers on how much funding to allocate to HMRC, ensuring that money is well spent and delivers priority performance outcomes, such as simplifying tax administration, in the most efficient way possible.

Secondly, we are also the “Sponsor Team” for HMRC in the Treasury. We support the Exchequer Secretary, as Minister responsible for HMRC, in ensuring the department delivers his objectives, working in partnership with HMRC officials. Much of this is delivered through a formal arrangement known as the “Policy Partnership” and includes Ministerial priorities such as ensuring that the tax that is legally due is paid (“closing the tax gap”).


We are a small team of 16FTE, and the successful applicant will be one of two E2s within the team. We pride ourselves on our inclusive and supportive culture.


About the Job

In this role, you will:


1.      Lead the TASR Spending Unit, providing excellent line management to two Range Es and as second signatory to one HEO, one SEO and one HEO(d).


2.      Lead phase 2 of the Spending Review regarding HMRC, ensuring excellent advice to Treasury Ministers on how much funding to provide HMRC with.


3.      Lead HMT’s work on HMRC’s in-year financial management, ensuring value for money of HMRC’s spending

and scrutinising all spending that requires HMT approval.


4.      Lead HMT's work on HMRC's overall performance, ensuring that the funding that is allocated to HMRC delivers the performance outcomes our Ministers are seeking.


5.      Lead on the overall strategic relationship between HMRC and HMT, including HMT responsibility for HMRC’s constitution and stewardship of the “Policy Partnership” between the two departments.


6.      Contribute to the overall leadership of the TASR team, PTWP Group and wider Treasury.


This is an exciting role with overall responsibility within the Treasury for HMRC’s funding and performance, including first class financial management and strong focus on ensuring all spending contributes to priority performance outcomes. The role has great opportunity and is responsible for the overall strategic relationship between HMT and HMRC.

You will be able to make evidenced based financial decisions and recommendations. You’ll be able to communicate sophisticated financial information to a senior audience and help them reach decisions based on your analysis.
