Full Job Description

In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected. This is a unique opportunity to shape, design and implement the organisation for a new Arm’s Length Body (ALB) – the Infected Blood Compensation Authority and build high performing teams.
Are you driven and ready for a short-term opportunity to make a real impact? This is a challenging and fulfilling role that requires pace, impact, sensitivity, and compassion.
Are you ready to develop multiple learning journeys and brand-new learning products.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA).
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years, after which time IBCA will become a smaller residual service. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer., The Head of People and Capability role is a demanding but incredibly rewarding role which carries a high level of responsibility but also brings with it great variety and the opportunity to make a difference to the service we provide to people whose lives have been impacted by infected blood across the UK. The successful candidate will create, shape and embed a full end to end learning experience for all of our people within IBCA, whatever their grade or their role.
They will design the people and capability strategy alongside the IBCA mission, vision and aims. You will strive to ensure our offer inspires our people to learn and develop to deliver the best possible customer service in a challenging environment and to be the best version of themselves in all that they do. You will help create the culture of CARE that we want to embed in IBCA (Compassion, Accuracy, Respect, Empathy) and will lead on key people engagement strategies ensuring that IBCA is a great place to work and one where we take the wellbeing of our people as seriously as we take that of our customers.

This role is responsible for delivering the complete learning offer. The number one goal for this new organisation is to ensure we have a multiskilled and engaged workforce.
Recognising and ensuring the challenge of learning and development is an ever-changing environment. You will use creative and innovative ideas to make learning and development engaging, ensuring, and building the relevant skills and capabilities. Researching and resourcing the right learning recognising one size doesn’t fit all, so will need to be diverse in its approach.
You will ensure a continuous improvement product is formed to encourage feedback and ways to improve our service.
You will analyse and interpret complex policies and business requirements to identify suitable learning/capability solutions to meet business needs and ensure these are aligned to IBCA Strategic business priorities.
You will be responsible for developing, iterating, and improving key learning routeways (including induction), guidance and wrap around learning to support the upskill. Key elements of the learning are to ensure that we have a caring and compassionate workforce who are trauma informed to be able to support IBCAs community.
You will develop, implement, and lead a safeguarding function for the authority which will be responsible for supporting and protecting the most vulnerable of our customers, whilst ensuring support is in place for our people also.
You will establish specific learning requirements, championin and enabling a holistic approach to building capability, meeting the needs of diverse stakeholders, and responding to change at pace.
You will be responsible for building key relationships with multiple stakeholders, to ensure we grow from a minimum viable product to a learning offer we can be proud of. You will need to utilise your skills, knowledge and experience as all areas will be developed from the outset using systems and products that may not be the norm.
You will need to grow/recruit a community of associate trainers and develop the learning for these.
Highly effective and inspirational leader, role modelling leadership behaviours and highly resilient. You will role model your own learning journey and commitment to continuous self-development.
IBCA is a Trauma Informed organisation that acknowledges the widespread impact of trauma. We actively seek and create an environment that promotes this. YOu will be responsible for ensuring all IBCA employees and these practices are integrated into our policies and practices.
The IBCA’s primary objective is to pay and support people who are eligible for compensation accurately, accessibly, securely and speedily and you will be responsible for the delivery of the learning objectives and routeways to enable this., A reserve list may be held for a period of 12 months from which further appointments can be made.
Any move to IBCA from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments. You may however be eligible for other government schemes, including Tax Free Childcare. Determine your eligibility at https://www.childcarechoices.gov.uk
