Full Job Description
To develop and deliver the route train performance strategy through accurate performance data capture, analysis and improvement programmes. To work across all Network Rail functions and external interfaces (Joint Performance Improvement Plans) to maximise the opportunities and the success of overall train performance. We are looking for a brilliant people leader to lead our 80+ strong delay attribution team across the Southern Region., 1. Lead and direct the development of strategies for performance improvement plans (PfPI) at route level and manage the delivery through robust, resourced and managed projects which lead to minimising Network Rail Schedule 8 liability.
2. Act as guardian of overall industry performance for the route and TOCs through the joint review, analysis and challenging of both Network Rail and operator performance.
3. Manage the development and agreement of expenditure budgets for performance related activities and improvement projects. Monitor and report spending and resolve variances.
4. Act as the focus for performance leadership in the route and provide expert advice and guidance on all train performance matters.
5. Direct the delivery of the delay attribution process in compliance with the regulatory requirements of the delay attribution guide and the dispute resolution framework. Effectively resolve attribution disputes working with all levels within the operators.
6. Develop roles, skills and technologies to support Regions in the delivery of train performance affecting processes.
7. Lead the development and delivery of Network Rail and cross industry programmes to continuously improve the management of weather impact on the route.
8. Enable an efficient and effective delay attribution capability through the development of staff processes and adopted technology solutions.
· Member of relevant professional body or equivalent experience
· In depth knowledge of train performance processes, regimes and procedures
· Significant knowledge of rail industry and understanding of delivering customer satisfaction
· Successful experience in a strategic role
· Proven ability to influence cross functional and cross company relationships
· Able to demonstrate high numeracy and analytical skills
· Proven ability to lead and develop a broad team and deliver to tight timescales
· Commercially astute, persuasive and customer focussed
· Able to demonstrate effective leadership, interpersonal and communications skills
· Understanding of Six Sigma principles
