Full Job Description
The post holder will be responsible for:
- Leading agreed system wide projects and programmes to ensure successful outcomes are achieve
- Provide and enhance programme methodology to achieve system change and improvement
- Manage and lead the approach to business intelligence, performance, supporting the Collaborative, Providers and Commissioners, to articulate its progress against key KPIs and performance outcomes as set by the Integrated Care Board and NHSE
- Assisting in the design and delivery of business cases, commissioning case for change, operational annual planning, and system planning related to MHLDN where required.
- Assisting in the delivery of assessing and refining the clinical needs analysis, and articulating the required response that feeds into ICB strategic commissioning plans and ambitions.
- Developing and maintaining positive key relationships across scope of role, including regional and national level
- Assisting in the development of improvement programmes aimed at addressing quality, performance and service issues in order to support ongoing transformation and improvement.
- In conjunction with providers of Mental Health services ensure plans that require programme support are identified and supported to a positive conclusion., The post holder will utilise advanced project management skills to develop and lead on an overall Programme Plan, holding oversight of key projects which will deliver the aims and system plans related/delegated to the Collaborative.
- The post holder will use their advanced planning and organisational skills to design, implement and sustain key systems and processes across all aspects of the business, as required.
- Be outward facing to benchmark information appropriate delivery to identify relative performance, competitiveness and areas for improvement, which require the formulation and adjustment of strategies and plans.
- The post holder is accountable for assisting in the successful running and delivery of communication/decision making forums according to the terms of reference of key meetings pertinent to delivery of the Collaborative workstreams, aims and objectives. This includes but not limited to, weekly core team meeting, governance board meetings, clinical senate and oversight group. Responsibility for Policy and Service Development Implementation
- Responsibility for Care Pathway, Treatment and Therapy
- The post holder is responsible for ensuring that design drives high quality, safe, and effective patient care. The individual will work alongside the Medical Directors and Expert Reference Groups to ensure that commissioning specifications and business models reflect best practice.
- Assists and liaises with patients/clients/relatives during incidental contacts.
- The post holder is responsible for ensuring that they actively engage and contribute with national work streams, as well as regional groups.
- To embed appropriate patient, carer and partner involvement within commissioning at all levels of decision making via co-production and a range of engagement option. Policy Development
- The post holder will be responsible for taking an active role in influencing and responding to national, regional and local policy consultations and working groups in relation to the work of the Collaborative
- Where appropriate, the post holder is expected to interpret national and organisational policies and establish local implementation of specific policies relevant to delivery of the work of the Collaborative
- The post holder will need to maintain a good knowledge of emerging policies from government departments and other relevant policy groups. This will assist in the thinking and definition of the strategy discussions for the business unit and relevant stakeholders. Service Development
- To design a process to successfully deliver a comprehensive clinical and business needs-assessment as part of due diligence.
- To understand opportunities and/or threats to commissioning, along with holding a sound understanding of the local and national market, the outcome of which will be to recommend plans to the Collaborative Director and Medical Director for future service developments, or changes to existing commissioned services.
- To work as a team-player, in order to ensure that delivery is driven by outcome based commissioning, and can be measured using patient and clinical rated outcomes and experience measures, with effective governance and assurance mechanisms in place. Responsibility for Finance, Equipment and Other Resources
- The post holder is directly accountable to the Collaborative Director for finance, equipment and other resources. They may be required to report on finance and the effective use of resources relevant to their business unit, to a number of internal and partnership-wide management and assurance forums.
- The post holder is responsible for ensuring that financial reporting is timely, accurate and the information is applied to the management of budgets. Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management
- The post holder will be responsible for the effective recruitment, line management, supervision and appraisal, coaching and performance management of relevant staff. The post holder will ensure that the team works effectively and as a senior manager role model NHS values
- They will do so through setting clear objectives and will be supported by individual and team development and training plans - progress against which will be assessed through regular supervision and appraisal.
- At times this may include the management of disciplinary procedures, undertake staff consultation and consider welfare and safety matters. Responsibility for Information Resources and Administrative Duties
- The post holder is accountable for ensuring that data quality is a key consideration of their project management role. This includes ensuring that a process is in place to identify anomalies in data reconciliation both within internal systems and interfaces with third party systems, for example transforming care datasets and financial datasets, as part of the due diligence process.
- The post holder will be responsible for assisting the appropriate development of systems and processes, which are then enacted to accurately, and in a timely fashion, identify and rectify the said discrepancies. Responsibility for Research and Development
- The post holder may be required to undertake any surveys or audits in order to inform business intelligence. The post holder will be responsible for ensuring that any research is carried out appropriately, and that results are used effectively.
- The post holder will be required to analyse research data to inform the due diligence process. Any Other Specific Tasks Required
- The post holder will be responsible for carrying out such special duties or projects as agreed via supervision and team meetings
- There is no on-call at this point in time if a future ask is set this role is at the level it would be expected to take part in an on-rota
This senior leadership role within the Collaborative will drive the delivery of projects and programmes to improve and transform mental health care for the people of Devon. - The post holder will be expected to interact regularly across a range of individuals and large groups of staff. This may include senior national leaders, Chief Executives, senior clinicians and managers, and individuals and their carers who have been or are in receipt of services. They therefore need to be able to have an appropriate balance of gravitas and humility. They will need to be able to communicate to stakeholders who may have opposing views or potentially be unreceptive to change.
- The post holder will be required to author and check high quality reports for submission to internal and external meetings in an audience-appropriate manner to senior management and board level groups.
- The post holder will, therefore, be expected to be able to prepare clear, concise, accurate, high quality reports, ensuring that complex information can be delivered simply and sensitively. Working Relationship Skills
- Advanced working relationship skills are required in both group and individual situations. The post holder is required to have gravitas, ensuring that they are able to positively shape and influence, with a high degree of influence and emotional intelligence.
- The post holder must have advanced analytical and judgemental skills, which includes highly complex facts or situations Planning and Organisational Skills,
- Evidence of extensive successful experience of project management
- Excellent interpersonal and communication skills, able to influence and persuade others articulating a balanced view and able to constructively question information from others
- Excellent understanding of the role of effective communications and engagement with patients, public, workforce and stakeholders in achieving/delivering the commissioning divisions objectives and maintaining and enhancing its reputation.
- Ability to write reports and presentations to Board level standard, Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
- Professional Health or Social Care Qualification
- Evidence of Project Management delivery
- Evidence of post qualifying and continuing professional development, Experience of system programme delivery in MHLDN pathways, Evidence of working in or with the NHS at a system level to deliver in key areas. For example: national healthcare policy, including New Care Models, NHS-Led Provider Collaboratives, Accountable Care Systems, healthcare provision, and healthcare commissioning
- Able to understand the risk environment with demonstrable knowledge as to how to mitigate strategic and operational risks
- Experience of commissioning/provider working
- Understanding of current legal requirements and good practice in employment practices, equality and discrimination
- Excellent understanding and evidence of co-production in relation to delivery of programmes, Have a sound knowledge of the relationship between primary legislation and the aspirations of national healthcare policy with regards Health AND Social Care policy
