Full Job Description
We have a critical purpose to enhance our economic analysis and ensure the quality and integrity of our regulatory decisions. As Head of Regulatory Economics, you'll lead initiatives that support the UK's ambitious energy goals and safeguard the interests of consumers., Reporting to the Chief Economist, the candidate will deliver a programme of work designed to:
- Support and collaborate with policy teams in producing robust and high-quality analysis to enable good decision-making.
- Quality-assure key analytical work, including impact assessments and proposals to the board, working with Ofgem's policy teams.
- Design and embed a programme of activities to ensure that Ofgem adheres to the recommendations of the Macpherson report on model quality assurance.
- Design and deliver key training programmes to support the development of Ofgem's analytical capability.
- Represent Ofgem at external stakeholder events.
- Lead a team of around 8 staff and act as part of the leadership team of the Office for Research and Economics.
- Cooperate with programme leads across Ofgem and in some cases with partners (e.g. DESNZ, NESO) to provide assurance on the quality of analytical work on major projects.
- Build interpersonal links with academic experts on energy issues, including through Ofgem's academic panel. Key Outputs and Deliverables
- High quality assurance of key analytical decisions.
- Development of guidance, policies and procedures.
- Publication and ongoing review of Ofgem's regulatory stances.
- Representing Ofgem effectively and enthusiastically with external stakeholders.
- Management responsibility for a team of around 8 people.
We're looking for someone with a strong foundation in economic analysis, excellent leadership skills, and the ability to work flexibly across multiple projects. You should be adept at synthesising complex data into insights for senior leaders and external audiences, while also building strong working relationships both within and outside Ofgem., Degree in Economics/related subject or comparable capability built through relevant professional experience in economic analysis. (Lead criteria) - Extensive experience of working on comparable economic issues, either working in the energy sector, or in relevant areas of economic regulation. (Lead criteria)
- Significant experience and expertise in economic appraisal, particularly impact assessments.
- Experience leading and motivating a team.
- Excellent interpersonal and team working skills including building strong relationships both internal and external to the team.
- Proven ability to work flexibly in different roles across a range of different analytical projects.
- The ability to effectively communicate and synthesise analysis and data for senior decision-makers and external audiences, both verbally and in writing.
