Full Job Description

Support the Deputy Centre Manager in ensuring full contractual compliance and ensuring adherence to legislation, company policies and procedures, contractual obligations and financial parameters within functional area.

·To have senior leadership oversight for functions within the Centre including (but not limited to) - Safer Communities, Use of Force, Care and Separation Unit, and to develop strategies and action plans for the departments as required, ensuring compliance with the contract and achievement of relevant Key Performance Indicators.

· Strategic leadership for the Centre's approach to promote a safe environment and develop innovative practice to reduce incidents involving challenging behaviour.

· To act as a Single Point of Contact (SPOC) for the the Centre's Healthcare provider, as well as other stakeholders working within the remit of the function, e.g. Home Office Safer Communities Network etc.

· Lead, motivate and coach the staff to ensure company values and vision, policies and procedures and all contractual standards and Key Performance Indicators are achieved.

· Hold responsibility for sufficient numbers of ACDT assessors and case managers in order to meet the needs of the Centre.

· To ensure services are developed and in place which incorporate contractual compliance whilst encouraging innovative practice to add value to provision for Residents, e.g. Safety Strategy, Guiding Team etc

· Work closely with business partners within Mitie (e.g. Training, HR, IT, Finance etc) as required.

· Liaise with key stakeholders, including (but not limited to) Home Office, Independent Monitoring Board and Healthcare provider, working in partnership to resolve issues and to ensure the smooth running of the Centre and delivery of quality services to the Residents as part of the functional areas.

· Attend meetings as appropriate within the Centre.

· Support the Head of Regimes and EDI to embed principles of EDI throughout the function, including leading an EDI strand.

· Ensure clear governance of incident management through clear processes and review systems.

· Integrate HMIP 'Expectations' into all key policies and raise awareness with all staff groups in order to embed the principles as appropriate.

· Work with staff across the function and the wider Centre to ensure a culture where people are respected and valued, treated with dignity, developed and recognised so that a safe, inclusive and positive environment is maintained.

· Develop a culture committed to continuous improvement and the delivery of excellent service, by ensuring that audit and compliance activities are firmly embedded within the functional area.

· Manage financial and commercial aspects within the function, including developing and agreeing budgets and expenditure to ensure financial parameters and company targets are met.

· Manage serious operational incidents assuming the role of Silver Commander in liaison with both C+C and Home Office Gold Command.

· Participate in Mitie initiatives including succession planning and the talent pipeline as well as contributing to business development opportunities as appropriate within Care and Custody.

· Form part of a Duty Director on call roster along with other SMT members, which will include weekend work, for which time off in lieu will be allowed.

Essential

Substantial experience at a managerial level within a custodial environment and a commitment to ensuring a safe, decent and secure environment for all

A demonstrable commitment to Mitie Values and expected behaviours

Demonstrable experience of line management and supporting/coaching of staff to achieve effective results

The ability to perform well under pressure, and to balance competing priorities

Experience of establishing and maintaining stakeholder relationships at senior level

The ability to collaborate and work inclusively with colleagues as part of a Senior Management Team

Desirable

Experience of working within the immigration sector and a working knowledge of relevant policies and procedures.

Knowledge of third party expectations, including but not limited to, HMIP, and how these apply to the immigration estate.

Experience of incident management and resolution, including training at Silver Commander level.
