We are seeking an exceptional Head of Service to lead our Ageing Well Commissioning function. In this pivotal role, you will manage a large, complex service area to meet identified customer and community needs in the most efficient way. In doing so, you will spearhead the overall operational delivery of Service objectives at each stage of the commissioning cycle, ensuring effective commissioned services, robust contract and performance management, quality services for residents, effective partnerships and market management.

What will you be doing?
As the Head of Service leading the Ageing Well function, your strategic vision and leadership will be instrumental in aligning commissioning strategies with Herefordshire Council's broader objectives, enabling us to deliver exceptional service to the public. You will be responsible for leading the development of strategic commissioning practice for services for people of all ages in Herefordshire, in doing so, work co-productively with partners, residents and provider markets. This will include overseeing residential and nursing care, managing block beds for older people and Discharge to Assess (D2A), and coordinate domiciliary care and the Better Care Fund (BCF). The priorities for this role include developing and delivering dementia services, implementing the Extra Care Strategy, and managing community equipment services (ICES). The role also involves overseeing technology-enabled care, ICES prescriber management, falls prevention, and fostering close relationships with Hoople and Shaw to
cover learning disabilities and mental health elements.

As a Head of Service you will be:

  • An experienced business unit leader with track record of delivering high quality public services

  • Able to demonstrable expertise and significant record of achievement in a related service area.

  • Experienced in leading customer involvement initiatives and the use of market analysis approaches.

  • Able to think ahead and deliver innovative approaches to service delivery.

  • Have strong organisational/'political' awareness and track record of successful service delivery within a broader perspective than own service area.
