Full Job Description

Are you a seasoned surveying professional ready to lead and innovate within a large housing association? Paradigm Housing Group is recruiting a Head of Surveying to lead our newly combined Surveying Services Team, playing a key role in shaping our asset management strategy and delivering an exceptional standard of property maintenance for our customers.

The Role
As Head of Surveying, you will oversee all aspects of our surveying operations, including stock condition assessments, EPCs, retrofit surveys, damp and mould surveys, party wall inspections and defects analysis and remediation.
This role combines strategic leadership with operational oversight to ensure that Paradigm’s property portfolio is managed to the highest standards. Working closely with the Property Services and Asset Management teams, you’ll drive efficiency, quality, and continuous improvement across all surveying activities, ensuring they align with our goals of value for money, high performance, and outstanding customer satisfaction.

Key Responsibilities:

  • Leadership & Strategy: Lead and mentor a team of around 24 FTE with three direct reports whilst fostering a collaborative culture. Develop and execute a robust surveying strategy that aligns with Paradigm’s asset management objectives.
  • Operational Excellence: Manage all surveying functions, from stock condition surveys and structural repairs to energy performance and estate improvements. Ensure adherence to regulations (e.g., CDM, Building Regulations, HHSRS) and compliance with Health & Safety policies.
  • Stakeholder Collaboration: Build strong relationships with key teams across Paradigm, including Health & Safety, Customer Services, and Development, as well as external bodies such as local authorities and contractors, to meet operational and strategic targets.
  • Performance & Data Management: Oversee asset data accuracy, manage KPIs for property performance, implement a five-year stock condition programme and oversee the design of our Decarbonisation Programme. Your insights will be vital in supporting effective decision-making and continuous improvement.
  • Customer and Community Focus: Lead the surveying team in providing efficient, customer-centred service. Respond to complaints professionally and engage with resident groups to maintain high satisfaction levels.

About You
To excel in this role, you will bring:

  • A degree in Building Surveying or equivalent qualification (MRICS preferred) and at least 5-10 years of relevant experience.
  • A strong grasp of social housing, asset management, and property maintenance best practices.
  • Extensive knowledge of building regulations and safety requirements, including CDM and Party Wall legislation.
  • Proven experience in leading large teams, with the ability to inspire and engage colleagues whilst managing performance effectively.
  • Strong stakeholder management skills and the ability to communicate complex technical issues clearly.
