This is an exciting opportunity for a skilled H&S professional to lead a multi-disciplinary function and to support the wider Parliamentary community.
The role sits within the Parliamentary Safety Team (PST) in the House of Commons Governance Office. The team is responsible for the provision of specialist advice, support and independent assurance that Parliament is managing safety sensibly, consistently, proportionately and effectively, and for the development and embedding of a positive safety culture across the wider Parliamentary community., The Health and Safety Business Partner (H&SBP) is a member of the Parliamentary Health and Safety team and reports to the Senior Health & Safety Business Partner – Corporate Safety. The purpose of the role is to engender a positive safety culture through active collaboration and partnering within their specific area of responsibility. Raising the profile of health and safety with business aligned support, offering a proactive, solutions focused approach, enabling colleagues to understand and manage health and safety successfully, whilst maintaining legal compliance based on risk profile.
The role is responsible for providing a solutions focused support to the organisation, whilst maintaining a proportionate approach to risk and safety management. Acting as the competent advisor and key interface for the designated service area, whilst remaining a key part of the overall health and safety team, the post-holder will be required to collaborate with colleagues and peers to create a harmonious and standardised team approach and to embed a culture of continuous improvement within their area of responsibility. The role will be supporting a wide range of diverse risk profiles including Lords, Security, Customer Experience and Service Delivery.
Some of the responsibilities for this role include:
+ Act as the specialist health and safety support and interface for the service, providing advice and guidance as needed.
+ Conduct proactive monitoring via inspections, spot-checks and audits to confirm that the business area is meeting its obligations in accordance with the Parliamentary Safety Management System and business unit safety commitments.
+ Compile evidence, reports & dashboards etc. describing how compliance obligations are met within the allocated business area.

+ Qualifications: NEBOSH General Certificate (or other professional safety related professional qualification). Minimum tech IOSH accreditation.
+ Experience in providing safety support and advice to a range of stakeholders in a diverse and complicated work environment.
+ Experience of undertaking proactive monitoring across a complex business unit and formulation of action plans for improvement following completion.
+ Ability to work clearly and accurately under pressure, to tight timescales with limited direction.
+ Ability to identify solutions to complex situations with conflicting priorities and/or stakeholder requirements.
+ Demonstrable commitment to a work environment of mutual trust and respect, where diversity and inclusion is valued.
