  • As the H&S subject matter expert and project specialist expertise, partner the Project Team in managing the H&S / CDM 2015 obligations of the Supply Chain, including reviewing of complex risk assessments, on - site presence, audit, inspection and monitoring completion of action plans.
  • Ensure Project Supply Chain fulfil their H&S / CDM obligations and requirements as outlined in their contract. Review Supply Chain performance in relation to H&S and assist with development of corrective actions, working with the EPMS, DWP Estates Project Teams and the Project Supply Chain
  • Promote and support the development and implementation of a positive Health & Safety culture and environment across the Estates Directorate, for employees, customers, and the public, across the Portfolio which reflects the changing needs arising out of Health & Safety legislation, technical compliance and industry best practice.
  • Understand the strategic drivers for Estates and ensure activities align to those contributing to the organisational priorities and compliance and H&S requirements
  • Assist in defining the technical compliance requirements to be incorporated into internal processes related to H&S and asset (e.g., fire, M&E etc.) and H&S / CDM 2015 obligations
  • Serve as a focal point and SME for all H&S matter on behalf of Estates, including regular liaison with key stakeholders to ensure roles and responsibilities are clearly defined and understood, and that the appropriate resources are available across the Directorate.
  • Receive and communicate on regional and national safety alerts, ensuring communication has a clear purpose and maximises understanding and impact.
  • As part of the Estates team, support the design, implement and lead a Health and Safety programme auditing process and tools. Working with others to identify areas for improvement and simplify processes to use fewer resources where appropriate.
  • Approve proposal or project H&S requirements or needs where appropriate, reviewing and supporting our supplier network as required, analyse and use a range of relevant, credible information from sources to support decisions.
  • Support in the roll out initiatives and programmes in partnership with supplier partners to ensure a 'one team' consistent and effective approach to all areas of Health & Safety, encouraging joined up teamwork within own team and across wider groups collaborating to share information, resources and support.
  • Ensure the business operating system is up to date and effectively managing all policies, standards and guidelines, regarding all elements of Health, Safety and compliance requirements.
  • In conjunction with supplier partners, ensure the Authority has visibility and understanding of accidents and incidents, near misses and workplace ill-health issues and meets all its statutory health & safety obligations.
  • Provide support in maintaining technical compliance audit schedule and framework for the External H&S auditor Supply Chain, ensuring all compliance aspects can be demonstrated in KPI/Report styles for ease of understanding and actions
  • Support in devising and implementing policies and procedures as necessary
  • Undertake Reportable incident investigations as directed
  • Deputise for the reporting Health & Safety Managers as required
