Buckinghamshire Highways Maintenance Service includes provision of reactive, routine and planned maintenance of highways including carriageways, footways, structures, drainage including gully emptying, traffic signs and bollards, other capital works, highway emergency response, temporary traffic management and winter service.
The Health & Safety Advisor will drive Safety, Health and Environmental compliance across the project and provide high quality specialist support and advice directly to line management on how they should control HSES risks.

What you'll be doing

As a Health and Safety Advisor you will:

  • Ensure that HSES objectives are embedded into the project and owned by line management;

  • Supporting project management with delivery of Zero Harm Strategy

  • Support line management at meetings with Clients and providing information as required;

  • Creating an open challenging culture of communication to facilitate learning, to motivate individuals and teams alike throughout all stages of the work process to support sustained HSES improvements;

  • Support delivery of the Behavioural Safety programme ( e.g. Making Safety Personal);

  • Attend regular site meetings, investigations, internal meeting etc., to support the management teams in the delivery of outstanding HSES performance;

  • Support line management in the development of local health, safety plans, training requirements and understanding of legal (both health & safety and environmental aspects);

  • Keep up to date with changes to legislation and standards where applicable, recommend and develop changes to systems and processes;

  • Support the development and implementation of new HSES policies, processes, procedures and work instructions and their updating;

  • Assist in the identification of training needs, the development of training programme and/or change management programmes;

  • Participate in incident investigations/serious Incident Reviews as required., Day in, day out, our teams deliver amazing projects in challenging conditions; developing, managing and maintaining the vital infrastructure and public spaces that modern economies, societies and communities rely on.

    Personal Qualities and Experience:

  • Formal Health and Safety Qualification (NEBOSH Certificate as a minimum)

  • Operational health & safety experience in a construction environment;

  • A strong communicator able to express clearly and succinctly ideas, plans and priorities to a wide audience and across all levels of the organisation;

  • Strong analytical skills with excellent report writing and presentation skills;

  • Experience of conducting, accident / incident investigations and establishing root causes;

  • Experience of undertaking risk based health &; safety audits and producing reports of findings;

  • Experience in chairing and facilitating Safety Leadership meetings

  • Demonstrates drive and enthusiasm for the role, taking responsibility for their learning and development;

  • Strong IT Skills (Outlook, Word, Excel, PowerPoint);

  • Practical knowledge of health & safety law,

  • Full driving licence.


  • Desirable:
  • Degree or post graduate qualification (or equivalent) in a health and safety related discipline (e.g.: NEBOSH Diploma)

  • Chartered Membership of IOSH;

  • A broad experience of health, safety and environment management with a specialist in one or more;

  • Experienced lead auditor of Management System (e.g. 18001/14001/9000)
