Full Job Description

The Housing Supply New Build Coordinator will advance a range of projects to increase the supply of new housing in the borough. This role includes management responsibilities and is suitable for an experienced senior technical officer who will take the initiative to coordinate and drive forward housing delivery projects. Tower Hamlets are looking for enthusiastic and experienced professionals with relevant backgrounds in housing supply from conception to handover. You will co-ordinate the delivery of multiple housing projects and oversee the work of colleagues in the team whilst taking the lead as the Council's Housing Client. The Council is seeking an experienced professional with proven ability in the following areas: site assessments and assembly, staff management, engaging residents, planning applications, procuring and managing technical consultants, housing design and construction, financial appraisal and viability, and building regulations and sustainability. In addition, you will have knowledge of preparing funding bids, writing briefing papers, governance processes, budget monitoring, and liaising with key stakeholders and funders, delivery teams, and developers.The purpose of the job is to:

  • To bring forward sites for the Housing Client, scoping and facilitating the implementation of large-scale regeneration and estate "in-fill" new-build housing schemes in liaison with the Capital Delivery Team (CDT).
  • Day-to-day coordination, enabling and delivery monitoring of projects in liaison with the CDT, Housing Asset Management, other Council services and external funding agencies, ensuring that the requirements of the Housing Client are agreed upon and met at each stage of the project's lifecycle.
  • Develop strong relationships/partnerships with Government agencies, the GLA, Homes England, RSLs, charitable regeneration trusts, developers/contractors, consultants, residents, and stakeholders, including community groups and retail and commercial interests.
  • Contribute to procurement processes and facilitate engagement of partners, professional advisors and consultant services, managing these where required.
  • Work with other services to ensure coordinated policy planning and delivery, briefing Senior Managers and Members as necessary on strategy and projects proposed or in development.
  • Manage Housing Supply staff and projects / work-streams effectively, including budgets.
  • Reporting:
  • You will report to the Housing Supply Manager.
  • You will be line managing a Housing Supply Officer and Housing Supply Support Officer and supervising specialist consultants as required.

    A relevant degree or equivalent professional qualification or ability to demonstrate an equivalent level of knowledge and skills gained through experience.
  • A good understanding of the issues in delivering small-scale new-build and /or major regeneration schemes.
  • A good understanding of a capital project's lifecycle and the key milestones/tasks at the design, procurement, construction, and operation phases.
  • Understanding of the RIBA design stages, construction process, Building Regulations and Building Safety Act.
  • An appreciation of planning law, local policy and process to assist in the review of potential developments and the parameters placed on sites during the design process.
  • A proven track record of project management in a capital build environment.
  • Experience in commissioning, managing and reporting to senior managers on detailed feasibility and master-planning processes.
  • Experience in managing staff, consultants and budgets, enabling effective client management of development and regeneration schemes and compliance with financial regulations and procedures.

  • Salary band of £59,220 - £62,457 per annum
  • Enrolment in the Local Government Pension Scheme, with an 8.5% employer contribution
