Full Job Description
This newly created role will be responsible for the inspection of responsive repairs, void works, cyclical repairs, and programmed works. The role will also involve providing technical expertise, diagnosing building defects, supporting insurance claims, ensuring compliance with Statutory, Regulatory and Safety standards. This role requires 3-4 days based at the office/onsite with 1 day per week allocated for home working. Working closely with the Repairs and Maintenance Manager, you must be able to ensure projects are managed on time and within budget, focusing on quality, defects, and high customer satisfaction.
- Accountabilities
- Deliver an efficient service to include handling disrepair claims, voids, Damp & Mould assessments, and adaptations.
- Conduct diagnostic inspections, surveys, and technical reports, providing accurate recommendations for remedial actions.
- Inspect repairs works, including Energy Performance surveys, and produce the required certificates.
- Manage insurance claims, decanting procedures, and liaise with loss adjusters to minimise financial risks.
- Supervise contractors and capital work projects, authorising payments and conducting technical audits.
- Oversee void properties to ensure minimum rental loss and compliance with performance indicators, to include handback inspections.
- Lead on the technical handover of new developments, ensuring adherence to quality control measures, the appropriate warranty and compliance documents received and are recorded.
- Support the Repairs manager to manage Repair contractors, prepare specifications, supervise site works, and monitor contractor performance.
- To be responsible for handling legal disrepair claims, Environmental Health Orders, and complex repairs.
- Investigate and respond to resident complaints, arrange and manage remedial works, and ensure customer satisfaction.
- Assist in preparing and submitting planning and building regulation applications.
- Conduct stock condition surveys to inform Decent Homes programmes and future planned maintenance.
- Monitor asbestos and ensure registers are updated with periodic visual inspections.
- Conduct post-damage surveys following fire, storm, or impact, manage related insurance claims, and oversee repairs.
- Collaborate with other teams to manage one-off projects from inception to completion.
- Collect and record Energy Performance Certificate (EPC) data for properties and maintain scheme accreditation.
- Ensure adherence to financial policies, project timelines, and statutory requirements.
- Supervise contractors, authorise payments, and scrutinize variations in project works and costs. To include organising quotation for specialist works not covered by existing contracts.
- Conduct site visits, supervise work progress, and ensure compliance with health & safety, Building Regulations, and CDM requirements.
Diploma in Surveying, Property, and Maintenance (Level 3). - Relevant OND/ONC in construction or maintenance.
- Minimum 3 years' experience in a similar environment.
- Membership in a relevant professional body (RICS or CIOB).
- Working knowledge of Section 11 of the Landlord & Tenant Act 1985 and pre-action protocols for disrepair claims.
- Knowledge of building construction, regulatory standards, and financial management.
- Proficiency in Microsoft Excel, Word, and PowerPoint.
- Strong communication and negotiation skills for working with residents, contractors, and stakeholders.
- Ability to manage small projects, write technical reports, and navigate CDM regulations.
- Willingness to travel, work in confined spaces, and climb ladders on-site (up to 3 storeys). Castle Point Borough Council is proud to be a disability confident Leader.
