Full Job Description

The Housing Transformation Manager will play a pivotal role in overseeing and implementing strategic initiatives aimed at improving housing services within the local authority. They will be responsible for leading transformational projects, ensuring alignment with organisational objectives, and driving innovation to enhance housing provision, affordability, and quality for residents.

The role reports directly to the Strategic Director of Environment Housing and Neighbourhoods, and will be responsible for leading significant organisational transformation of Sutton's housing services, whilst also managing the day to day housing functions including:
? Housing Regeneration, Enabling and Development
? The Refugee Resettlement Team
? Housing Strategy and Commissioning, including leading the relationship with:
? the council's housing ALMO Sutton Housing Partnership (SHP);
? Encompass LATC - responsible for the councils' homelessness functions; and
? Sutton Living Ltd, the Council's property development company.

Key accountabilities

Housing Services Review and transformation:

TThe Council is reviewing its housing services to investigate the potential of savings and efficiencies that could result from structural and organisational change, including the potential of bringing services back in house. The transformation manager will oversee the continuation of this work with support from in house project management and specialist external consultant staff.

Day to day management of teams responsible for:
? Housing Regeneration, Enabling and Development (leading the council's housing development and regeneration programmes)
? The Refugee Resettlement Team
? Housing Strategy and Commissioning, including leading the relationship with:
? the council's housing ALMO Sutton Housing Partnership (SHP);
? Encompass LATC - responsible for the councils' homelessness functions; and
? Sutton Living Ltd, the Council's property development company

Work environment

The role will be based at the Council's civic offices in Sutton Town Centre. However, agile working will be possible and attendance in person will typically be necessary at least 2 days a week. There will be occasional evening meetings, especially to attend Council committees.

? A bachelor's degree or equivalent qualification in a relevant field such as Housing Studies, Urban Planning, Public Administration, or Business Management.
? Additional qualifications or certifications in project management, change management, or housing policy are desirable.
Experience:
? Proven experience (minimum 5 years) working in housing management, preferably within a local government setting.
? Demonstrable experience in leading transformational projects or programs, including project planning, implementation, and evaluation.
? Experience in stakeholder engagement and partnership working with housing associations, developers, community groups, and government agencies.
? Track record of successfully managing budgets, resources, and delivering results within set timelines.
Knowledge and Skills:
? In-depth understanding of housing policies, regulations, and best practices within the UK context, including knowledge of relevant legislation such as the Housing Act and planning regulations.
? Strong project management skills, with the ability to develop and execute project plans, monitor progress, and mitigate risks effectively.
? Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders, negotiate agreements, and build consensus.
? Analytical mindset with the ability to interpret data, identify trends, and make data-driven decisions to inform housing strategies and interventions.
? Proficiency in IT tools and systems.
Leadership and Management:
? Proven leadership abilities with experience in leading and motivating cross-functional teams towards achieving common goals.
? Ability to inspire innovation, creativity, and continuous improvement within the housing division.
